when media is adds their voice it can lead to changes to police, agency and government policy
can even generate NEW laws

twin towers changed government priorities reinforced by 2005 London bombings, Manchester arena attack

- anti-terrosim crime and security act 2001- allows bank accounts of suspected terrorists to be frozen
- counter terrorism act 2008- gives police more power to take finger prints and DNA samples
- heightened security at airports and train/tube stations
- counter terrorism/ prevent strategies
