A

CV-131 will think pressure is too high so it will open, letdown flow increases actual pressure drops, could cause flashing in orifices

CV-131 goes closed which builds up pressure in the letdown line and could cause relief to VCT to lift which has no alarm and could cause relief inside containment to lift at 600 psig which does have a control room alarm
