If one of 3 radicals of a verb is و or ي, its called mu’tall (المُعْتَل)

A

i) al-faa = المِثال

Here we focus on و as the first letter!
He stopped وَقَفَ
He weighed وَزَنَ
He placed وَضَعَ

When first radical is و, then it mecomes ي for the mudhaari: e.g. وزن becomes يَزِنُ (it was originally يَوْزِنُ, but و is omitted).

The AMR from تَزِنُ is زِنْ. From تضع is ضَعْ
No hamzat-al-wasl is needed at the beginning as the verb does not commence with a saakin letter.

ii) al-ayn = الأجوَف
iii) al-laam = الناقِص

In يَجِبُ عَلَينا أن نَفْهَمَ القُرآنَ - we should understand the Qur’an
- Here أنْ نَفْهَمَ is the fa’il of يَجِبُ !!

BTW if use لا with the first verb, it means it is not necessary to understand the Qur’an.
If we use لا with the second verb it means we should not understand the Qur’an
