First in Officer Responsibilities (10 things)
o Initial radio report and assume Command
o Check annunciator panel for the location of the alarm
o Liaise with building personnel and occupants
o Transmit follow-up radio report
o Control elevator operation if required
- Elevator operator shall be assigned from the 2nd arriving crew
o Investigate location and cause of alarm
o Identify conditions in the emergency area
o Identify attack and evacuation stairwells
o Initial IAP based on tactical priorities
o Rescue/Firefighting operations will be initiated when sufficient resources are assembled

Second arriving Officer/Lobby Sector responsibilities
o Ensures water supply secured and assigns driver to assist 1st in driver
o Quick exterior size-up
o Assumes lobby sector (Command may be transferred from 1st in officer)
o Lobby sector:
-Assigns one member to elevator sector (who reports to Lobby Sector)
-Maintain control of the lobby
-Ensure fire alarm has been activated
-Monitor annunciator panel
-VCOM announcements
-Liaise with building staff to control building systems (ex. HVAC, smoke control measures, etc)
-Obtain fire safety plan and keys
-Obtain tactical survey

Third arriving Officer responsibilities (4 things)
o Quick exterior size-up
o If fire or other emergency exists, go to two floors below fire and establish STAGING
o If required, report to First in Officer
o Assign member to Entry Control (sets up at the Lobby)

Fifth arriving Officer does a quick exterior size-up and sets up Ventilation Sector. What are the 6 responsibilities of Ventilation Sector?
- Liaise with other sectors and establish ventilation plan
- Assess the need and request additional resources if needed
- Implement ventilation plan
- Pressurize 2 stairwells (Attack and Evacuation)
- Conduct primary search of stairwells
- Establish vertical stairwell ventilation, if required

• Second alarm should be considered when it is obvious that a working fire has expanded beyond the area of origin and it has the potential to:
o Endanger the life safety of people still in the building
o Spread horizontally on the fire floor or vertically in the interior of the building
o Has broken out to the exterior and has potential for a vertical fire spread
o Resources on hand are insufficient to mitigate the emergency
