What is BASE?
Base is the location where support equipment and personnel are assigned. It is normally on the exterior of the building.
o In winter or extreme weather base could be in the interior in a location that does not interfere with the work in the lobby
o First officer assigned to BASE assumes duties of Base Sector Officer
o Base location should be closer to the building and may be different than Level 2 Staging

What are the duties of the first arriving Officer to a high rise emergency?
First arriving Officer:
- Initial radio report and assume Command
- Check annunciator panel for the location of the alarm
- Liaise with building personnel and occupants
- Transmit follow-up radio report
- Control elevator operation is required (elevator operator shall be assigned from the 2nd arriving crew)
- Investigate location and cause of alarm
- Identify conditions in the emergency area
- Identify attack and evacuation stairwells
- Initial IAP based on tactical priorities
- Rescue/Firefighting operations will be initiated when sufficient resources are assembled

What are the duties of the second arriving Officer to a high rise emergency?
Second arriving Officer:
- Ensures water supply secured and assigns driver to assist 1st in driver
- Quick exterior size-up
- Assumes lobby sector (Command may be transferred from 1st in officer)
Lobby sector:
- Assigns one member to elevator sector (who reports to Lobby Sector)
- Maintain control of the lobby
- Ensure fire alarm has been activated
- Monitor annunciator panel
- VCOM announcements
- Liaise with building staff to control building systems (ex. HVAC, smoke control measures, etc.)
- Obtain fire safety plan and keys
- Obtain tactical survey
