What is the shift from government to governance?
The role of the state diminished. First it was mostly a top-down approach with centralized power for the government. But through the shift of decision power was more fragmented and interrelated between many more actors and lower levels of government.
What are the two core meanings/perspectives of governance?
- Theoretical/analytical
- Empirical
Empirical meaning/viewpoint of governance
The historical shift that happened from government to governance. It is tangible and can be seen
Theoretical/analytical meaning/viewpoint of governance
Using governance as an analytical lense. As a way to understand/analyze something a complex situation. However, the complexity is often the result of the empirical shift and therefore the two meanings/viewpoints are often confused and/or overlapping
What is a planning system?
The basic rules, institutions, and organizations involved in planning. But also, the institutional context in which plans are produced
Explain path dependency in the planning context
The way a planning system operates somewhere is a consequence of what happened in the past of the place
