A

If the actual conditions are:

1 - POOR
2 - MEDIUM TO POOR

or if heavy rain is reported (moderate or heavy on a non-grooved, non-PFC runway. A landing must not be attempted unless a greater emergency exists. If another runway is not avail, aircraft should hold until conditions improve or divert to another airport.

A
