Every vessel shall at all times maintain a proper lookout, by sight and hearing, as well as by all available means appropriate to the prevailing circumstances and conditions, so as to make a FULL appraisal of the situation and of the risk of collision

Rule 6 (a-b)

A

Safe Speed
Every vessel shall at all times proceed at a safe speed, so that she can take proper and effective action to avoid collision, and be stopped within a distance appropriate to the prevailing circumstances and conditions.
Factors:
State of visibility

Traffic density

Manoeuvrability (Turning circle and stopping distance)

Back scatter (shore or boat)

Wind sea and current, and proximity of navigational hazards

Draught in relation to depth

RADAR
Limitations, efficiency, and characteristics of radar

Constraints placed by range scale in use

Sea state, Weather, and other influencing factors

Small vessels, ice may not be detected

Number, location and movement of targets

More exact assessment of visibility when using radar to determine range of vessels

Rule 7 (a-d)

A

Risk of Collision

a) Any doubt, it does exist

b) Proper use of radar equipment (long range, Plotting)

c) No assumptions (scanty info/radar)

d) i) Deemed to exist, no appreciable change
ii) Can exist with change, large vessels, towing, close range

Rule 8 (a-e)

A

Action to avoid collision

a) be positive, ample time, good seamanship

b) large enough, readily apparent, small alterations of course and speed are to be avoided

c) alteration of course alone may be enough (sufficient searoom), provided it does not result in another close quarters situation

d) Monitor until finally past and clear

e) May slacken her speed or take weight off to further assess

A

f) i) Required not to impede, early and substantial action. Do not ‘embarrass’ the other vessel

ii) Required not to impede, not relieved of her obligation to do so, under ROC Due regard to the actions that may be required

iii) vessel not to be impeded is not relieved of their obligation to avoid collision under the rules of this part

Rule 9 (a-g)

A

Narrow channels

a) far to stbd, safe and practicable

b) sailing vessel, or vessel less than 20m, not to impede, a vessel that can navigate ONLY SAFELY WITHIN

c) Vessel engaged in fishing shall not impede ANYONE ^^^^

d) Shall not cross if it impedes passage. Latter may sound under Rule 34(d)

e) i) Sound signal under rule 34(c) (i) need only be sounded when the overtaken vessel needs to take action.
if in doubt, vessel being overtaken will sound under 34(d)

ii) does not relieve under rule 13

f) Approaching Bend, rule 34(e) one long
Response if vessel is behind bend, one long

g) Avoid anchoring unless circumstances of the case admit

Rule 10 (a-l)

A

Traffic Separation Schemes
DEFINITION
a) Adopted, does not relieve any vessel of her obligation under any other rule

b) A vessel using shall:
i) proceed in Appropriate lane, general direction of flow
ii) steer clear of separation zone or lines (SAP)
iii) join at terminations, small an angle to general direction of flow of traffic

c) Avoid crossing, BUT Cross at right angles as is SAP to general direction of traffic flow

d) i) not use inshore traffic zone if can use TSS. <20m, sailing vessels may use
ii) may use when departing to:
PORT, Offshore instillation or structure, pilot station or any other place, or to avoid immediate danger

e) Shall not normally enter, or cross separation zone except:
i) to avoid immediate danger
ii) engage in fishing within zone

f) navigate with caution near the terminations
g) avoid anchoring in/near terminations
h) wide berth if not using scheme

i) fishing vessel shall not impede ANY
j) <20m, Sailing vessel shall not impede the passage of POWER DRIVEN VESSELS

k) RAM is exempt from complying with this rule, to the extent necessary when carrying out operation (safety of navigation maintenance)
