Rule 1 Application

a) ALL vessels on high seas ALL waters connected therwith
b) Nothing interferes, with rules, of Appropriate authority (harbour)
Such special rules shall as close as possible comply, these lights shall be as such to as not be confused with any light, shape or signal authorised elsewhere in these rules
C) Nothing interferes, with rules with regard to special lights by government states
d) traffic separation schemes may be adopted by the organisation for the purpose of these rules

General definitions
Vessels
Length + breadth
In sight of one another
Restricted Visibility
Any condition in which vis is restriced by fog, mist, falling snow, heavy rainstorms, sandstorms or any other similar causes
WIG vessel
Multimodal vessel, in its main operational mode, flies in close proximity to the surface (FOIL)
Vessel:
includes every vessel capable of being used as a means of transportation on water
Power driven Vessel
Any vessel propelled by machinery
Sailing Vessel
Any vessel under sail, provided that the additional machinery is not in use
Vessel Engaged in Fishing
Any vessel fishing with nets, lines, trawls or OTHER apparatus which restricts manoeuvrability
NUC
A vessel which, due to exceptional circumstances, is unable to manoeuvre as required by these rules, and therefore cannot keep out of the way of another vessel
RAM
Any vessel which, due to the nature of her work, is restricted in her ability to manoeuvre as required by these rules, and therefore cannot keep out of the way of another vessel
RAM includes:
laying, servicing or picking up a nav mark, submarine cable
Dredging, surveying or underwater operations
Replenishment, transfer of persons, provisions whilst underway
Launching or recovery of aicraft
Towing, when it restricts their ability to manoeuvre and to deviate from their course
Mine clearance operations
CBD
a vessel which, due to her draft in relation to the available depth and width of navigable water, is severely restricted in her ability to deviate from the course she is following
Underway
Not at anchor, made fast to the shore, or aground
Length and breadth
Overall length and breadth
In sight of one another
When one vessel can be seen visually by the other
Restricted visibility
Any condition in which visibility is restricted by fog, mist, falling snow, heavy rainstorms, sandstorms or any similar causes
