What is an ATC Instruction?
A directive issued by ATC for the purpose of requiring a pilot to take a specific action.
What is an ATC Clearance?
Authorisation for an aircraft to proceed under conditions specified by an ATC unit.
What is ATC Clearance abbreviates to?
Clearance
What is a downstream clearance?
Means a clearance issues to an aircraft by an ATC Unit that is not the current controlling authority of the aircraft
What is a clearance limit?
The point at which an aircraft is granted an ATC Clearance
A clearance limit shall be described by specifying:
1) name of appropriate reporting point
2) Aerodrome
3) Controller Airspace Boundary
SERA 8015(a) ATC Clearances shall be based solely on the following requirements for providing an ATC SERVICE (3 things)
- Expediting and separating air traffic based on known traffic conditions which affect safety in a/c ops
- Prevent collisions and to expedite and maintain an orderly flow of air traffic
- Issued early to ensure they are transmitted to the aircraft in time for it to comply.
ATC Clearances do not?
2 things
1) Constitute authority to violate any regulations for promoting the safety of flight operations or other purposes
2) Clearances don’t relieve a P.I.C of any responsibility in connection with a possible violations applicable rules and regulations
An ATC Clearance shall be obtained prior to operating a controlled flight or a portion of a flight as a controlled flight

How are Clearances requested?
Through a flight plan
A pilot shall inform ATC if a Clearance is not satisfactory. In such cases ATC will issue an _______ clearance, if practicable.

What happens when requesting a priority clearance?
A report explaining the need for such priority shall be submitted, if requested by the appropriate ATCU
Potential re-clearance in flight:
It is anticipated that depending on fuel endurance and subject to reclearance in flight a decision may be taken to proceed to a revised destination aerodrome, the appropriate ATCUs shall be so notified by the insertion in the flight plan of information concerning the revised route(where known) and the revised destination

SERA8015(d) Clearances shall contain the following in the order listed:
A) A/C identification
B)Clearance limit
C) Route of flight
D) Levels of flight for the entire route.
E) Necessary Instructions or Information on other matters such as approaches or departure manoeuvres
Changes in clearance regarding route or level

1) when issuing a clearance covering a requested change in route or level, the exact nature of the change shall be included in clearance.
2) when traffic conditions will not permit clearance of a requested change, the word UNABLE shall be issued. When warranted by circumstances an alternate route or level shall be offered
Clearance related to altimetry number 1?
where a transition altitude (TA) is established, the vertical position of the aircraft shall(except as provided by 5) be expressed as altitude at or below TA and in flight levels at or above the transition level (TL).
Clearance related to altimetry number 2?
The flight crew shall be provided with the TL in due time prior to reaching it during descent
Clearance related to altimetry number 3?
- QNH shall be included in the descent clearance when first cleared at an altitude below the TL,
- In approach clearances or clearance to enter the traffic circuit and in taxi clearances for departing aircraft
- except when it is known for that that a/c has already received the information in a directed transmission.
Clearance related to altimetry number 4?
QFE shall be provided to aircraft on request or in accordance with local arrangements
Clearance related to altimetry number 5?
When an aircraft which has been given clear to land in completing its approach using QFE the vertical position of the aircraft shall be expressed in terms of height above aerodrome. Elevation, except that it shall be expressed in terms of height above runway threshold elevation when:
I) for instrument runways if the threshold is 7ft or more below AD elevation
II) Precision Approach Runway
Conditional Clearances

Conditional phrases Shall not be used for movements affecting the active runway, except when the aircraft or vehicles concerned are seen by the appropriate controller and pilot.
The A/C or vehicle causing the condition in the clearance issued shall be the first aircraft/vehicle to pass in front of the other concerned.
A conditional clearance shall be given in the following order:
4 things
1) Callsign
2) Condition
3) the Clearance
4) a brief reiteration of the condition
The following items require a readback
1) ATC Route Clearance
2) Clearance to enter/land/take-off/Hold short/ cross/taxi/back Track on any runway
3) Runway in use/Altimeter settings/SSR Code/Newly assigned communication channels/ level Instructions/heading and speed instructions
4) Transition levels(whether issued by controller or contained in ATIS broadcast)
Other clearances or Instructions, including conditional clearances and taxi instructions shall be read back or acknowledged

Coordination of clearances
(1)An ATC Clearance shall be coordinated between ATSUs to cover the entire route of an aircraft or a specified portion.

(2)An aircraft shall be cleared for the entire route to the aerodrome of first intended landing when?
A) it has been possible to coordinate clearance between all the units under whose control the aircraft will come.
B) when there is reasonable assurance that prior coordination will be effected between those units under whose control the aircraft will subset come.

3)When coordination (as in 2 has not been achieved or) is not anticipated. The aircraft shall be cleared….:
That point where coordination is reasonably assured; prior to reaching such point the aircraft shall receive further clearance, holding instructions being issued as appropriate. E.g. holding at a VOR

4) when prescribed by an ATSU aircraft shall contact a down stream ATCU for the purpose of receiving a down stream clearance.
Prior to the transfer the aircraft shall?
- maintain 2 way communication with current ATCU whilst obtaining downstream clearance
- a downstream clearance shall be clearly identified as such to the pilot
- Downstream Clearance shall not affect the aircraft’s original flight profile in any airspace, other than the ATCU responsible for the downstream clearance
Condition of clearance (5)
When an a/c intends to depart from an AD within an CTA/CTR to enter another CTA within in 30 minutes (or other specified time with ACC) when should coordination take place?
with subsequent ACC shall be effected prior to issuance of departure clearance.
Condition of Clearance (6)
When an aircraft intends to leave a CTA/CTR for flight outside CAS and will re-enter the same/another CTA/CTR Clearance from the point of departure to the AD of first intended landing maybe issued.
Such clearances or revisions shall?
Apply only to this portions of the flight conducted with CAS
SERA8015(d) Clearances shall contain the following in the order listed. Regarding routes what are the two things to note?
Ci)the route of flight shall be detailed in clearance when deemed necessary
Cii) phrase “cleared via flight planned route” shall not be used when granting re-clearance
