Air Traffic Flow And Capacity Management Flashcards
Define Air Traffic Flow Management
A service established with the objective of contributing to a safe, orderly and expeditious flow of air traffic ensuring that ATC capacity is utilised to the maximum extent possible, and that traffic volume is compatible with the capacities declared by the appropriateATS authority.
Define Air Traffic Flow and Capacity Management
One of the constituent parts of ATM. The Network Manager Operations Centre (NMOC)
Provides an AFTCM service to Airspace users throughout the ECAC states.
The Flow Management Position (FMP). What is his role?
Responsible for ensuring local promulgation if procedures which affect ATCU or operators within FMP
Monitor the effectiveness of such procedures
Provide a list on why there may be delays.
AD weather AD ATC capacity AD infrastructure En-route Weather/ external disruptions En-route events En-Route ATC staffing En-route ATC Capacity
ATFM will plan traffic forecast a year in advance
And create a strategic flow & capacity planning
Which harmonised planning considering such things as?
4 things
- Traffic Demand
- Airspace structures
- ATC capabilities
- Airport Capabilities
Optimised capacity Management will be a week in advance.
This is an optimised daily plan and anticipation of events in order to maintain the network stability.
True
In real time tactical flow and capacity management. This is reaction to real-time events to minimise disruptions impact and/or to take benefit opportunities
True
What are the real time operations in the Flow Management process (4 things)
- ATC
- ASM
- Airport
- AOs
During the Flow Management continuous process is there feedback?
Yes
What is Airspace Management (ASM)?
2 things
A planning function (SHORT TERM)
Objective of maximising available airspace by dynamic time sharing segregation of airspace (Short Term)
(FUTURE) also a strategic function
Strategic planning should be carried out in conjunction with ATC and a/c operators (AO)
True or False?
True
Strategic planning should examine the demand of forthcoming season, assessing where and when demand is likely to exceed the available ATC. Capacity and taking steps to resolve imbalance by:
4 things
1) Arranging with ATC authority adequate capacity at the required place/time
2) Re-routing certain traffic flows (traffic orientation)
3) Scheduling/rescheduling flights
4) Identifying the need to tactical ATFM measures
Pre-tactical planning should entail fine tuning of the strategic plan in light of updated demand data. During this phase 3 things should be done/considered.
1) Certain Traffic flows may be re-routed.
2) off load routes may be coordinated.
3) Tactical measures will be decided upon.
Details for ATFM plan for the following day should be published and made available day to all concerned. True or False?
True
Pre-tactical Flow Management Analysis is it planed events will look at events such as :
3 things
Military training
Air shows
AD works
Tactical AFTM Operations should consist of:
2 things
A) Executing: the agreed tactical measures in order to provide a reduced and even flow of traffic. Where demand would otherwise have exceeded capacity.
B) Monitoring: Evolution it Air Traffic situation to ensure ATFM measures applied are having the desired effect. And take remedial action when long delays are reported. Includes re-routing. To utilise available ATC capacity to maximum extent
When all else fails…restrict movement. Done by Constraint Airborne capacity with CTOT (slots) how are skits communicated?
Via AFTN
What do slots aim to do?
To allow continuous maximum flow rate without congestion along the airways system
The allowed winds for departure issued with a CTOT can depart ___ minutes before and ____ minutes after the CTOT
5
10
ATFCM endeavours to make Airspace n AD capacity meet traffic demand when these endeavour are exhausted make demand meet the max available capacity
This may result in flow measures which allocate individual a/c departure times (CTOT) to combat bottlenecks and reduced safety risks as much as possible.
T
Who is responsible for slots?
ATC and Airline Operators (AO) jointly responsible for slit adherence.
What is a SAM
A slot allocation method
Collaborative Decision Making (CDM) uses?
Most comprehensive, up-to-date accurate information
In regards to CDM who makes the decision?
Those best positioned to do so
What does CDM allow stake holders to do?
all stake holders are five opportunity to influence decisions
In regards to CDM decisions agreed collaboratively to each performance objectives based on?
Shared on time information
Stake holders in CDM include:
ANSPs AOs Military and airport authorities
To be efficient and reach the required objectives, CDM must be?
3 things
1) Inclusive process
2) Transparent process
3) A process that builds trust between parties involved.
The CDM process occurs daily in a
D-1 briefing e-conference
The CDM- ATFCM Daily Plan (ADP) May be scheduled more frequently depending on the traffic and capacity situation
T
The output of these daily conference is the ATFCM daily plan (ADP) are:
Constantly updated during the day
Tactical briefings-depending on traffic patterns/intensity
