Define an alerting service
A service provide to notify appropriate organisations regarding a/c in need of SAR aid, and assist such organisations as required
An alerting service shall be provided to:
3 things
- All a/c provided with ATC Service
- To all other aircraft filed a FPL or know to the Air Traffic Services
- aircraft known or believed to be the subject of unlawful interference
FIC and ACC serve as the central point for collecting all information relevant to a state of emergency of an a/c operating within the FIR or control area concerned and for forwarding such information to the appropriate rescue co-ordination centre (RCC)

In the event of a state of emergency arising to an a/c while it is under the control of an AD control tower or an Approach Control office.
Such unit shall notify immediately the FIC/ACC responsible, which shall in turn notify the RCC, except when
When the nature of the emergency is such that notification would be superfluous
The AD control tower or approach office responsible shall first
Alert and take other necessary steps to set in motion all appropriate local rescue and emergency organisations which can give the immediate assistance required
Responsibility for the provision of the Alerting service shall be provided as follows:
- within an FIR: by an FIC, unless the responsibility for providing such services is assigned to an ATCU having adequate facilities for the exercise of such responsibilities.
- Within CAS and at controlled ADs by the relevant ATCU
What are the 3 phases of an emergency?
- Uncertainty phase (INCERFA)
- Alert Phase (ALERFA)
- Distress Phase (DETRESFA)
Define the uncertainty phase (INCERFA)
A situation wherein uncertainty exists as to the safety of an aircraft and its occupants
Define Alert Phase
ALERFA
A situation wherein apprehension exists as to the safety of an aircraft and its occupants
Define Distress phase
DETRESFA
A situation where in there is reasonable certainty that an a/c and its occupants are threatened by grave and imminent danger or require immediate assistance.
What occurs during an uncertainty phase (INCERFA)
When no communication has been received from an aircraft within a period of 30 minutes after the time a communication should have been received.
Or
From the time an unsuccessful attempt to establish communication with such a/c was first made, whichever is earlier
Or
A/C fails to arrive within 30 minutes of the ETA last notified to or estimated by ATSUs whichever is later. EXCEPT
When no doubt exists as to the safety of the a/c an it’s occupants
What occurs during the Alert Phase (ALERFA) ?
- when following the uncertainty phase. Subsequent attempts to establish communication with the aircraft or inquiries to other relevant sources have failed to reveal any Jews in the a/c
Or
When a/c has been cleared to land and fails to land within 5 minutes of the estimated time of landing and communication has not been re-established with a/c,
Or
When information has been received which indicates that the operating efficiency of the a/c has been impaired, but not if the extend that a forced landing is likely.
Except
When evidence exists that would allay apprehension as to the safety of the aircraft and its occupants or
When an a/c is known or believed to be the subject of unlawful interference.
What occurs during the Distress Phase (DETRESFA)
When following Alert Phase, further unsuccessful-attempts to establish comms with the a/c n more widespread unsuccessful enquiries point to a problem
Or
Fuel onboard is considered to be exhausted, or insufficient for a/c to reach safety
Or
Information is received indicating the operating efficiency of the aircraft has been impaired that a force landing is likely.
Or
It’s reasonably certain the a/c is about to make/has made a force landing.
Except
Reasonable certainty exists a/c and occupants are not threatened by immediate danger and don’t require immediate assistance.
What are Distress conditions defined as?
A condition of being threatened by serious and/or imminent danger and of requiring immediate assistance
What are urgency conditions defined as?
A condition concerning the safety of an a/c, vehicle, person on board within sight, but which does not require immediate assistance.
