sectors and natural ecosystems to climate change, and optimize mitigation opportunities towards a gender-responsive and rights-based sustainable development
National Climate Change Action Plan
An annual fund intended for local government units and accredited local/community organizations to implement climate change adaptation projects that will better equip vulnerable communities to deal with the impacts of climate change
People’s survival fund
A serious disruption of the functioning of a community or a society involving widespread human, material, economic or environmental losses and impacts, which exceeds the ability of the affected community or society to cope using its own resources
Disaster
The potential disaster losses in lives, health status, livelihood, assets and services, which could occur to a particular community or a Society over some specified future time period
Disaster risk
- The characteristics and circumstances of a community, system or asset that make it susceptible to the damaging effects of a hazard
- May arise from various physical, social, economic, and environmental factors such as poor design and construction of buildings, inadequate protection of assets, lack of public information and awareness, limited official recognition of risks and preparedness measures, and disregard for wise environmental management

Natural hazard x vulnerability
the concept and practice of reducing disaster risks through systematic efforts to analyze and manage the causal factors of disasters, including through reduced exposures to hazards, lessened vulnerability of people and property, wise management of land and the environment, and improved preparedness for adverse events
Disaster risk reduction
The systematic process of using administrative directives, organizations, and operational skills and capacities to implement strategies, policies and improved coping capacities in order to lessen the adverse impacts of hazards and the possibility of disaster
Disaster risk reduction and management
DRRM: avoid hazards and mitigate their potential impacts by reducing vulnerabilities and exposure and enhancing capacities of communities
Disaster prevention and mitigation
DRRM: establish and strengthen capacities of communities to anticipate, cope, and recover from the negative impacts of emergency occurrences and disasters
Disaster preparedness
DRRM: provide life preservation and meet the basic subsistence needs of affected population based on acceptable standards during or immediately after a disaster
Disaster response
DRRM: restore and improve facilities, livelihood, and living conditions and organizational capacities of affected communities, and reduced disaster risks in accordance with the “building back better: principle
Disaster rehabilitation and recovery
The ability of a system, community or society exposed to hazards to resist, absorb, accommodate and recover from the effects of a hazard in a timely and efficient manner, including through the preservation and restoration of its essential basic structures and functions
Resilience
Framework with the goal of preventing new and reducing existing disaster risk through the implementation of integrated and inclusive economic, structural, legal, social, health, cultural, educational, environmental, technological, political, and institutional measures that prevent and reduce hazard exposure and vulnerability to disaster, increase preparedness for response and recovery, and thus strengthen resilience
