Russia. Russia called an international conference.
Which country refused to attend the conference? And who fully supported the country’s actions?
Austria-Hungary refused to attend. Germany fully backed Austria-Hungary’s actions.
What did Germany demand of Russia at the conference? And why did Russia have to succumb to Germany’s demand?

Give 4 reasons why this crisis created tension between the Great Powers.
- Serbia was furious with Austria-Hungary. It wanted revenge and wanted the return of Bosnia.
- Russia was humiliated after having to back down, but was now unlikely to back down in the event of another crisis.
- Germany was now fully committed to supporting Austria-Hungary’s action in the Balkans, even if it led to war.
- Russia drew closer to Britain and France over a mutual dislike for Germany and Austria-Hungary.
