First Freedom of the Air
The freedom to fly across, but not land in, the territory of another state.
Second Freedom of the Air
The freedom to land within the territory of another state for non-commercial purposes, e.g. refueling or maintenance.
Third Freedom of the Air
The freedom to put down in the territory of a state with traffic coming from the carrier’s home state.
Fourth Freedom of the Air
The freedom to take on, in the territory of another state, traffic bound for the carrier’s home state.
Fifth Freedom of the Air
The freedom to put down, or take on, in the territory of one state, traffic destined to a second state, neither of which are the home state of the carrier, on a journey eventually bound to, or originally starting from, the carrier’s home state.
Sixth Freedom of the Air
The freedom to carry passengers and cargo from one state to another, via the carrier’s home state.
Seventh Freedom of the Air
The freedom to carry traffic between two states, neither of which are the carrier’s home state.
The Eighth Freedom of the Air
The freedom to carry traffic between two locations in a state, on a journey which once originated, or will eventually end in the carrier’s home state.
The Ninth Freedom of the Air
The freedom to carry traffic between two locations in a state, without the state being the carrier’s home state.
What is Cabotage?
The practice of carrying traffic between two locations in a state, either before continuing on to the carrier’s home state, or after originating in the carrier’s home state.
What is Standalone Cabotage?
The practice of carrying traffic between two different locations in a state, without ever starting in or continuing to the home state of the carrier.
