Peace talks began in the spring of that year,

by 1969, it was though that if USA improved trade and tech links and made an offer of arms reduction , then brezhenev might persuade north Vietnamese ally to negotiate an end to the war.

    • A 5 year freeze on the total number of ICBMs and submarine-lauched ballistic missiles (SLBM) lauchers

Limitations of SALT 1:

A
  • Number of strategic bombers and the BOMBS that each side had were not limited
  • No restrictions on MIRVs
    • Mulitiple independently targetable re-entry vehicles, (explosive power 25times bombs on Hiroshima)
  • Each side could use satellites to check the other was not breaking the arms limit
  • no restrictions on development of NEW weapons either…
