3) democracy re established, including speech press etc
4) GERMANY were to pay reparations to allies in equivalent of equipment and materials, most going to the SU as they were damaged the most.

The SU get quarter if industrial goods from west, and west sector get food and coal from soviet

As 2 Milli died f9r russia Stalin wanted MASSIVE compensation that would have totally permant crippeled Germany.

Truman refused, he saw Germany revived as a possible barrier to the soviet expansion

Stalin wanted to end germany to save from future threats

Truman didn’t want them to be punished in the same way as treaty of Versailles, which Germans also hated too because of how harsh it was.
