Authority to Approve, Direct, and Initiate Flights
Area Commanders delegated under DHS Management Directive ISO assigned missions.
Delegated to Commanding officers with TACON of Aircraft. Can be delegated no lower than operations officer.
Personnel Authorized to Pilot Coast Guard Aircraft
CG Aviators, foreign exchange pilots, and Civilian Contract Pilots designated in type and model or in training to become designated in type/model.
Exceptions in chapter 5.
Pilot-in-Command (PIC)
Pilot assigned by proper authority to take charge of the aircraft and be responsible for a specific flight or mission.
PIC accepts the aircraft by signing the Preflight Record
Normally the pilot with highest designation in type and model. If same, then highest qualification for mission. If same, then most senior pilot.
PIC Authority
1) Direct all aircraft and aircrew activies during the mission, incluidng periods between sorties.
2) Flight clearance authority
3) Authority to modify planned mission for safety of the crew and airframe.
Delaying Missions
Commanding Officer or PIC can delay mission when, in their opinion, conditions are not safe to start or continue a mission.
PEL
If PEL landing is made away from home station for observed or suspected aircraft malfunctions or damage, PIC shall ensure a proper inspection by a competent maintenance personnel is conducted and results reported to home station’s EO or qualified maintenance officer.
Minor Damage: CO authroized to clear aircraft for further flight
Major: Brief 711 and 41
Flying into National Capital Region
notify 711 prior to landing anywhere inside SFRA
PIC Responsibility
Responsible for safe, orderly, efficient performance of aircraft, crew, and passengers during mission from when PIC enters the aircraft with intent for flight, until leaving it upon completion of the mission.
