3 213-02 Emergency incidents
(5/23/22)

(EMERGENCY INCIDENTS - a serious accident, vehicle collision, explosion, civil disorder, demonstration, or similar incident)

UMOS, at scene of emergency incident, call for personnel and equipment BEFORE you call boss.
(Make a note of it! Cop at emergency incident should always call for personnel/equipment FIRST, then call for boss next!)
Call for _________ OR ________

The patrol supv should call a level 1 when appropriate(thru RADIO or OPERATION UNIT by phone).
Establish command post WITH TELEPHONE if necessary.
P/S should notify _______(P-DOC) however only update __________(2ppl).
P/S should tell P-DOC the:
1. Location and nature of emergency
2. Location and phone number of command post
3. Location of and route to mobilization point.

The P/S should establish a mobilization point of sufficient size to accommodate a _____________.

For fire incidents that requires scuba divers FDNY will respond, for every other incident PD will utilize their scuba divers. Get them thru radio in emergency.

3 213-03 Rapid mobilization
(5/23/22)

(When immediate assistance is required at the scene of an unusual disorder/emergency incident)

For Active mobilizations the P/S can call a level 1 thru the radio.

(But remember if for a MISSING PERSON the P/S should consult with _________ PRIOR to activating a level 1, ABSENT EXIGENT! )

Also call C.O/ Duty Capt If you need a higher level mobilization

The ACTIVATION SUPV of the level 1 mobilization should tell ______ and ______ of the situation that resulted in the mobilization (basically tell them why he activated it), and update them accordingly.
The activating supv is considered the incident CO until outranked or demobilized.
The activating Supv should also designate a mobilization point and advise _________ of mobilization point to be used by responding members.
The activating Supv should also provide traffic post coverage to allow for quick access of responding units.

ONLY IF MOBILIZATION GOES TO LEVEL 2,3,4 does the D.O get involved.

Desk Officer, Transit Bureau- Notify affected patrol personnel of transit facility designated for response. Have notified personnel respond by transit system to chosen Transit Bureau location. D.O Transit Bureau Notify Command Post of number of personnel available at chosen Transit Bureau location.

  • Stage required personnel.
  • INSPECT responding members for proper equipment.
  • Supply members with a van to respond to mobilization point.

Housing Bureau and Transit Bureau personnel.
- Level 3 mobilizations - ONLY to be utilized to secure their own respective facilities/developments.
- Level 4 mobilizations - can be used for other duties.
Inspect responding members for proper equipment and direct members to respond to mobilization point.

MOBILIZED SGT’s DUTIES:
The mobilized sgt should respond, with necessary personnel, promptly, to the mobilization point,
upon notification, and ENSURE all responding members are properly equipped.
(D.O inspects responding members for proper equipment and Mobilized sgt ENSURES they are properly equipped!)

The mobilized Sgt ascertains response route and radio frequency to be used from ________ Section dispatcher.
The mobilized sgt advises members of the nature of the emergency and radio frequency to be used

(So the activating supv of mobilization advises communications of mobilization route and the mobilized sgt then ascertains response route from communications)

(Transit mobilized sgt and will coordinate communications between the command post and mobilized transit personnel present without citywide frequencies turned in to their radios)

(Housing Bureau and Transit Bureau personnel mobilized on a Level 3 mobilization will
ONLY be utilized to secure their own respective facilities/developments. Housing Bureau and Transit Bureau personnel mobilized on a Level 4 mobilization can be used for other duties)

MOBILIZED SERGEANT-Prepare Detail Roster/Assignment Sheet prior to arrival at the mobilization point.

  • FIRST Platoon Mobilized Sergeants*
  • Gather members from precincts as required to form a squad.
  • Receive instructions at mobilization point and proceed with squad to the staging area or post in van
    provided.
  • Ensure all responding members are properly equipped.
  • Ascertain response route and radio frequency to be used from: Communications Section dispatcher. Advise members of the nature of the emergency and radio frequency to be used.

Sgt duties at a disorder is to 10-2 and then to to form a squad of ___ from respective precinct! (Not Boro!)
Except on first platoon that becomes a squad of ___ from respective PRECINCT!
Ensure they’re properly equipped in a VAN
(MUST BE A VAN, EVEN ON 1st platoon!)

Unnecessary conversation, complacency, and congregating are PROHIBITED.
While enroute all in van will have radios turn to correct frequency but only ______ and ______ will have radios on.
Sgt should identify alternate routes for detoured traffic.

Police Officer

  • Have helmet, baton, flashlight and disorder control guidelines available in RMP on patrol.
  • Respond quickly and safely to stationhouse or mobilization point as directed.
  • Follow instructions of supervisors.
  • Have portable radio tuned to designated frequency, when directed.
  • DO NOT drive through a disorder area to reach a mobilization point or staging area.
  • *Park Department vehicle in designated space ONLY.**
  • (1) DO NOT BLOCK OTHER VEHICLES.
  • (2) Give keys of RMP to security detail, if required.
  • Listen to instructions carefully and record important information.
  • Comply with instructions on the ASSIGNMENT GUIDELINES.
  • Comply with instructions on PROHIBITED CONDUCT.

Know the basic definitions of team assignments: Crowd Dispersal, Mobile Response, Arrest Duty, General Patrol, Protecting Vulnerable/Sensitive or Critical Location, And Escort Duty.

    • Perimeter Duty ** - Identify borders of the disorder and provide perimeter security on appropriate roadways to create a system to:
  • Detour traffic around the disorder area.
  • Identify alternate routes for detoured traffic.
  • Prevent unauthorized entry into the disorder area.
  • Prevent disorderly groups from entering or exiting disorder area.

2 213-06 Large scale arrest processing

The arresting supervisor should ENSURE each perp photo’ed with A/O BEFORE getting in patrol wagon and affix “mass arrest pedigree label” to the back of each perps printed digital photo, with all captions completed
The arrest supervisor calls __________ when 84 at SH to verify if Prisoners will be processed as on-line arrest or to be issued DAT and/or 96(C-summon), if qualified.

The arresting supervisor ENSURES that city/state/federal warrant checks are performed, and assigns OTHER THAN APO to do Livescan.

(APO will assist arrest processing Supv and A/O in all computer functions however APO will NOT operate live-scan in large scale arrest processing!
The primary function of APO will be to return the arresting/assigned officer to patrol, disorder, or enforcement initiatives)

One A/O should NOT BE ASSIGNED MORE THAN ________ perps in a large scale arrest situation, whenever possible

The “primary” mobilization point for off duty mobilizations is ALWAYS your (1)__________

the P.C, 1st deputy commissioner or the COD , may require response to alternate mobilization points)

**ASSIGNMENT OF MOBILIZED PERSONNEL **

The Sgt in charge (at the command) puts 1 and 8 in DETAIL ROSTER/ASSIGNMENT SHEET in accordance to 3 categories (RDO, next platoon ppl, On duty).

(1) RDO-Mobile field forces and deployed as rapid response units by their respective Boro Commands.
(2) Next platoon-As per needs of their Permanent command
(3) On duty-Deployed by operations unit to supplement personnel within the Patrol Services Bureau, Housing Bureau and Transit Bureau

213-11 Policing special events/crowd control

(Upon receiving information that a special event will be held at a location of public assembly)

MOS receiving information of event should notify ______________, HOWEVER

Supv assigned to pre-event survey should confer with community affairs officer, event sponsor, operator of facility, and security coordinators.

Inner perimeter is the crime scene and its immediate vicinity (includes areas which requires heavy vests)

Ideally the command post vehicles (SRG, TARU) should all be located together and approximately _______ from incident.

3 213-16 Relocation of vehicles during special events

(Precinct C.O assigns a boss to coordinate the NO Parking detail.)

-The assigned supervisor (P/S) should have “no parking” signs posted AT LEAST (1) _____ prior and the Assigned Supv should ensure removal after event is over.
(Missing or damaged signs are to be replaced by (2)_______ on each subsequent tour and they should also ensure signs stay up by surveying affected area at beginning and EOT)
-The assigned supervisor (P/S) should have vehicle relocated from affected area (tow cars away) and the Assigned Supv should assign a UMOS TO ESCORT EACH TOW.

-Assigned supv should ENSURE tow operators have enough stickers.

(A vehicle bearing handicap plate or DOT special vehicle ID permit will be relocated as close as possible to its original spot. Every effort will be made to ensure vehicles relocated are parked legally. Vehicles will NOT be double parked, parked at hydrant, bus stop, or crosswalk!)

-UMOS should escort tow operator.
(Put “notice of relocation” sticker on car.)

((3) ______prepares “vehicle relocation report” and give copy to assigned supv)

-The UMOS (cop) should verify all doors are locked.

-The assigned supervisor (P/S) should verify “Vehicle Relocation Report” is legible and contains a full description of the vehicle and damages, if any.

UMOS may inquire via radio as to location of a relocated vehicle.

3 213-20 - Response to First Amendment Activities

When directed to respond to the scene of a 1st Amendment activity: (Peaceful Protest)
Follow PG 213-05, “Duties at an Unusual Disorder,” as necessary, if participants at 1st Amendment activity display violent behavior or engage in unlawful activity.

Upon Becoming Aware of a SCHEDULED 1st Amendment Activity:
UMOS Notify the Citywide Event Planning and Coordination Section (CEPACS). → CEPACS is available:
- 1000 hours to 1800 hours Monday through Friday.
- All other times, notify the Operations Unit.
UMOS Notify Pct C.O.

Uniformed Members Assigned to Event:
- Respond to location of scheduled 1st Amendment activity as directed by competent authority.
- Follow instructions of Incident Commander.
- Wear Dual Purpose Personal Protection/Scooter Helmet at own discretion, if it is reasonably believed that
safety is endangered or conditions warrant.
- Ensure participants’ 1st Amendment rights to free expression are balanced with the need to maintain public
safety.
- Attempt de-escalation techniques whenever encountering violent subjects, if feasible.
- Remain apprised of changing conditions.

Upon Becoming Aware of a SPONTANEOUS 1st Amendment Activity:
UMOS Notify Patrol Supervisor.
UMOS Respond to location of 1st Amendment activity and assume role of “ INCIDENT COMMANDER” until relieved by ranking UMOS.
- Notify Communications Section and request command resources to respond to location as necessary.
UMOS Stage responding command resources an appropriate distance away from spontaneous 1st Amendment activity pending arrival of Incident Commander, unless circumstances necessitate an immediate police response.

Patrol Supervisor -Respond to location of 1 Amendment activity and take command of all police operations until relieved
by higher authority.
P/S Notify Desk Officer of available information.

D/O Notify and relay information provided by the Patrol Supervisor to:

(1) Commanding Officer,
(2) Operations Unit, and
(3) Overhead command.

safety is endangered or conditions warrant.
- Ensure participants’ 1st Amendment rights to free expression are balanced with the need to maintain public
safety.
- Attempt de-escalation techniques whenever encountering violent subjects, if feasible.
- Remain apprised of changing conditions.

De-escalation Techniques
- Taking action in order to stabilize a situation and reduce the immediacy of the threat so that more time, options, and/or resources become available (e.g., tactical communication, requesting a supervisor, additional MOS and/or resources such as ESU or HNT, etc.).
(1) The goal is to gain the voluntary compliance of the subject, when appropriate and consistent with
personal safety, and to reduce or eliminate the necessity to use force.
(2) Where appropriate and consistent with personal safety, de-escalation techniques may reduce or eliminate
the need to use force and increase the likelihood of gaining a subject’s voluntary compliance.
(3) In all cases, the primary duty of all MOS is to protect human life.
(4) Where tensions should rise during a 1st Amendment activity, MOS will prioritize de-escalation
whenever possible.

**Cooperation **
- When notified that a 1 Amendment activity is to occur, the Incident Commander will cooperate with
leaders of 1st Amendment activity to the extent possible, balancing their right to free expression with the need to maintain public safety.

**Discretion **
- While discretion is frequently exercised at 1 Amendment activities, this procedure does not limit the
authority of MOS to effect arrests or take other enforcement action for unlawful acts committed during such activities, particularly, if such unlawful acts are likely to cause public unrest or prevent law enforcement from maintaining the peace.

Body-Worn Cameras (BWC’s)
- MOS are reminded that BWC should not be activated at a demonstration unless engaged in one of the
mandatory recordings listed in P.G. 212-123, “Use of Body-Worn Cameras.”
- Members are additionally reminded that in accordance with the Handchu Consent Decree, investigations involving political activity may not be conducted without the express written approval of the Deputy Commissioner, Intelligence and Counterterrorism.

Legal Observer Program
-A comprehensive system of legal support coordinated by the National Lawyers Guild (NLG) and the New York Civil Liberties Union (NYCLU).
(1) Recognizing the importance of their work, the Department permits properly identified legal observers
free access through police lines at the scene of any 1st Amendment activity.
(2) Legal observers generally wear bright green hats (NLG) or blue hats and blue vests (NYCLU).
(3) All MOS will extend every courtesy and cooperation to observers.
(4) Observers shall be permitted to remain in any area, or observe any police activity, subject only to
restrictions necessitated by personal safety factors, as determined by the Incident Commander.
