3 212-101 Processing suspected CBRN(chemical, biological, radiological, nuclear)/Hazmat OTHER THAN an explosive substance or a conventional, radiological or nuclear explosive device:

UMOS conduct prelim investigation. If nothing then mark as unfounded.
(If suspected explosive/nuclear follow 212-40 “bombs”.)
If it’s “disseminating” first appropriately trained personnel will be allowed to access/stop/control the dissemination device (Absent extraordinary circumstances- envelope w/ white powder IS NOT CONSIDERED “disseminating”).

UMOS should CONFER with P/S regarding nature of unknown substance
(Central notifies Sgt automatically)
(Don’t forget for CBRN jobs central notifies P/S automatically but for HazMat job (212-37) OR Suspected explosive device (212-40) UMOS requests P/S to respond. In 212-40 however after bomb goes off UMOS will notify communications to request response of P/S)

IF NATURE OF UNK DEVICE CANNOT BE DETERMINED THEN:
If nature of unk substance cannot be determined UMOS should FIRST notify (1) ________ and request response of (2)_________.

The patrol supv then sends cop directly to DOHMH

The transporting UMOS should GO DIRECT to DOHMH (NOT TO SH) prepare and sign DOHMH “evidence/property custody document” and telephone D.O pct of occ, and obtain voucher # using pets “(reserve invoice #.)

Have DOHMH uniformed officer sign EVIDENCE COLLECTION/tracking firm and give them the ORIGINAL.

Also transporting UMOS should notify (4)______________ by telephone PRIOR TO LEAVING DOHMH/PHL, and provide them with voucher number/PSE number/Accession number.
Then deliver ORIGINAL PCI worksheet with remaining copies of EVIDENCE COLLECTION/tracking form to (5)_____________

The desk officer reviews worksheet, notifies PDS pct of occ, faxes it to Intel CIS and calls Intel supv to verify fax received.

(When a holder of a handgun license or rifle/shotgun permit is involved in an incident coming to the attention of the Department)

The C.O will assign a supv to conduct an investigation when rifle shotgun holder is involved in an incident involving:
-Lost/Stolen firearm 
-Voluntary surrender 
-Allegations of improper display 
-Mental health issues
-ANY arrest or "C" summons
-Co-habiting with a known criminal

Emergency Situation - An emergency presenting an imminent threat to the life or safety of one or more students, and/or other individuals within a DOE premises, or on property adjacent to a DOE premise that may be in view of an Internet Protocol Digital Video Surveillance (IPDVS) camera.
-Active shooter, explosive device, terrorism, hostage/barricaded person, missing student, etc…

Authorized MOS - Access to DOE IPDVS camera systems in emergency situations will be granted by Chiefs and high-level Commanding Officers.
When a MOS requires remote access to a NYC DOE IPDVS camera system in an “EMERGENCY Situation “:
UMOS:
- Respond to DOE facility and take police action, as necessary.
- Request response of Patrol Supervisor.
- Obtain details concerning the nature of the emergency situation.

P/S- Make assessment of circumstances immediately, and determine whether remote access to IPDVS camera system is necessary.
