- process of deciding the labour needs of the company now and in the future, ensuring that there will be the right number of workers, with the right skills

- control staffing costs by not recruiting more staff than are needed
- can help a business to avoid staffing shortages / produce enough products to meet demand by ensuring enough employees are recruited in time for when they are needed
- helps produce quality products as it involves recruiting and people with the right skills

- every decision from a workforce plan has cost implications eg. training, recruitment, redundancies
