- it’s about deciding how many and what types of workers are required, ensuring that there will be the right number of workers, with the right skills, doing the right jobs, at the right time
- ensures that a business has the labour required to achieve their objectives

- can help a business to avoid staffing shortages / produce enough products to meet demand by ensuring enough employees are recruited in time for when they are needed
