categorical grants

project grants
based on merit (schools, roads, etc.)
formula grants
amount varies based on formulas (ex: population, er-capita income, etc.)
block grants
federal grants given more or less automatically to supports broad programs (ex: welfare)
unfunded mandates
are requirements on state and local government but they receive no money from the federal government.
(ex: highway system)
