executive agencies
the bureau has the responsibility to enforce law and implements them. ex: EPA, FCC, and FDA. a job could be a postman or DMV worker
implementation
involves putting the legislative policy (laws) into action
- creating and assigning policy to correct agency
- turning legislative policy to laws and regulations
- coordinating resources and people to achieve those goals
program design
- sometimes a policy/law is flawed when it is created by congress—> ware of money and time—> agencies don’t have to care about cost.
lack of clarity
laws are unclear or imprecise

can’t execute their job properly due to lack of money and personnel
red tape/SOPs
standardized rules to bring uniformity to complex organizations—> ex: must be in correct line at the DMV

there is wiggle room within the long list of rules. the ability to select among various responses
fragmentation
sometimes responsibility for a policy is dispersed among several units within a bureau
—> before the department of homeland security there were 33 agencies that were responsible to protect america’s border
regulation
use of governmental authority to control or limit some practice in the private sector.
deregulation
the lifting of government restrictions on business industry and professional activities.
–> some claim regulation create several problems: raise prices, hurts U.S. competition overseas.
