he was impressed by the efficiency of Wolsey in delivering success in Europe. by 1514, Henry was referring all major business to Wolsey.

those with a high social rank, angered those by being ruthless and discourteous. this was because they had major influence to the king and wosley felt threatened by this.

Pope Leo X in 1515. the cardinal position was a high ranking position in the Catholic Church. he was also made Lord Chancellor in Henry’s govt when Warham died.

1518, by Pope Leo X. it allowed him to deputise for the Pope and exercise papal powers.
How did he use his legal powers?
as Lord Chancellor and his network of informants to intimidate anyone he saw as a rival.

1523 (Durham) and 1529 (Winchester). These positions attracted good income.
What were the Eltham Ordinances used for in 1526?
they laid out the methods for reorganising chaotic finances of the Privy Chamber and making king’s household more efficient. Wolsey used this to decrease the influence of others at court and increase the control he could exert himself over various aspects of government.
Why did he want to promote civil law?
it was originally based on natural justice and evidence rather than common law which was based on precedent.
