Why did Henry rely on JPs at a local level?
He relied on them to maintain law and order in the countryside.

Who were many JPS?
Many JPs were local gentry who had fulfilled their unpaid roles either out of a sense of duty or because they knew that doing so would lead to a path of greater advancement or prestige.
Why were various Acts of Parliament passed?
To increase the powers and responsibilities of the JPs who were responsible for routine administration like: tax assessments, alehouse regulation, investigation of complaints against local officials and maintenance of law and order.
Who did they supersede in this role?
They superseded the traditional authority of the county sheriff.
