IDENTIFY the purpose of 3-M Program
provide for managing maintenance and maintenance support to help achieve maximum equipment operational readiness
Objectives of 3-M
- Standardization: Achieve uniform maintenance standards and criteria
- Efficiency: Affective use of available manpower and resources
- Documentation: Record maintenance and support to establish a history
- Analysis: Used to improve reliability and maintainability of systems and to reduce cost
- Configuration Status Accounting: Report and record changes to equipment, configurations and shipboard locations
- Scheduling: Standardize method of planning, managing, executing and tracking maintenance requirements
Scope of 3-M
The ship’s 3-M system applies to all ships, service craft, small boats, and non-aviation fleet test and support equipment
** DOES NOT apply to nuclear propulsion and associated test equipment, fleet ballistic missile system, or aeronautical support equipment

- Department LCPO
- Division Officer
- Work Center Supervisor
- Maintenance Personnel
Preventative Maintenance
actions intended to prevent or discover functional failures
changing the oil, cleaning filters, calibrating, etc.
Corrective Maintenance
actions taken to fix equipment that have failed, or are not working to design specifications. Included in this are authorized changes or modifications to installed equipment.
PMS Manual
- 43P1
- contains those lists of effective pages (LOEP’s), MIP’s and MRC’s
- provide a ready reference of planned maintenance requirements
(LOEP)
- List of Effective Pages
- provides a listing of the Maintenance Index Pages (MIPs) and system equipment not requiring PMS
MIP
- Maintenance Index Page
- The basic reference document in the PMS. Identifies the system, subsystem, or component involved and gives a brief description of each maintenance requirement
MRC
- Maintenance Requirement Card
- Provides detailed guidance for accomplishing each maintenance requirement
- How to perform maintenance
- classified MRC’s = pink card stock
EGL
- Equipment Guide List
- prepared when several identical components are covered by one MRC
- EGL contains
- – controlling MRC code
- – name of components and serial number
- – location of component
FBR
- Feedback Report
- Used by shipboard personnel to notify Fleet Technical Support Centers (FTSCLANT/FTSCPAC) or the Type Commander (TYCOM) on matters related to PMS
3 categories of Feedback Reports (FBR)
- CAT A = non technical, meet the PMS needs, submitted by 3-MC
- CAT B = technical discrepancies inhibiting PMS performance, notifications of shift of maintenance, TYCOM assistance
- Urgent = involves safety of personnel, safety of ship, potential of damage to equipment
