What is a Track and Time Permit (Mis60) ?

A
- A numbered authority issued by TC to protect train movements on the main line where additional safeguards are necessary
- TC will issue the Mis60 for specific as detailed in the relevant rules. The Mis60 must be transmitted to and repeated back by the addressees concerned in the order listed on the Mis60 (Signaller, then LE, then RPO)
- When necessary any portion of the the main line may be temporarily closed to traffic by the issue of a Mis60
- The line is blocked for the period stated in the Mis60 to all movements except trains and MTMV’s authorised on the Mis60
- Trolleys and Hi-Rail vehicles will not be specified on the Mis60. These will operate as directed by the Addressee within the limits of the Mis60

Maintenance Work
What is the process & requirements when a Mis60 is issued for maintenance work?
A
- RPO must obtain permission from TC before work commences
- At the termination of the Mis60, the RPO will certify to TC that the line is clear and safe for traffic
- The Mis60 must remain in operation until the clearance is given
- If the work cannot be completed by the time stated on the Mis60, the RPO must advise TC so that a further Mis60 can be issued for the remaining period of work

What is the issuing process for a mis60?
A
- Before issuing a mis60 TC must verify with the addressee their identity, train, mobile track maintenance vechile number etc and location so that there is no doubt that the mis60 is received by the correct person.
- When an addressee reports that a mis60 has been lost, the correct permit which was issued to the addressee must be identified, after which it can be cancelled and reissued.

- Draw the area on the TC graph
- Prepare the mis60
- Ensure appropriate protection has been applied
- Transmit the mis60 to the signaller, where applicable, and obtain a correct read-back
- Transmit the mis60 to the addressee and obtain a correct read-back

In a mis60 what would be specified in the ’special conditions’?
A
- Special conditions or TC requirements are to be specified on the mis60 in the special conditions. Work trains may be authorised to work in either direction as required by the RPO.

- In AS areas, before the mis60 is issued, TC must arrange for the signals at the entrance to the affected section to be held at STOP during the period the permit is in operation by maintaining blocking on relevant signals and/or point.
