What are the three levels of authority?
Written: This authority is issued via a pro-forma known as a Safe Working Authority (SWA)
Verbal: This authority is issued verbally
Self-Authorisation: This authority can be made by the Operator after completing the prescribed actions

- Track & Time (Mis60) permit
- Blocking Signal “blocked” at stop

What is the process for following movements?
Except when Wrong Line running, an authority may be issued for a following movement into a Block Section provided TC/ Signaller has confirmed the train ahead has cleared the Intermediate signal in advance

When should a SWA be given to the Signaller?
For Departure/Starting signals and Block Entry boards, a copy of the SWA is to be provided to the local Signaller involved

Who must TC obtain authority from when authorising movements into a PWA?
Entry into a PWA, where signals are “blocked” at STOP, TC must have received verbal authority from the RPO and must include “RPO authority also required” in
- Clause 8 “Other Instructions” when issuing a SWA-01 or
- Clause 7 “Other Instructions” when issuing a SWA-03

What is the process when MTMVs are not coupled together?
A SWA-01 / SWA-03 authority will apply for all of the vehicles in the group that are at the signal at the time of request from the Operator. The Operator will be responsible for the safe movement ensuring all vehicles move closely together, and must advise TC when the complete group has passed the signal and no longer occupies station limits

To move in the reverse direction to that provided in the current proceed authority

What must TC arrange for more than one movement to set back?
- The trains to be coupled together, where practicable, for the setting back movements or
- For individual trains to set back. Subsequent SWA-01 authorities will not be issued until the previously authorised movement has cleared the Block Section

What must TC do for a movement to set back when a following movement is in the Block Section?
- Instruct the following train to stop a safe distance short of a specified terminating limit (signal, intermediate station, meterage peg or other clearly defined point) for the setting back movement
- Confirming the train is stopped and instruct the Operator of the following train not to move until authorised, before issuing the SWA-01

What authority is required for movements in a switch locked siding?
TC may verbally authorise movements to work in either direction for shunting of switch lock sidings. TC must not give such authority for any part of the line where another movement or work has been authorised. Operators must be aware that Level Crossing warning devices may fail to operate when shunting/working in either direction

Verbal authority from TC (provided it has been confirmed there is no conflicting movement at the siding). Once authorised Operators must ensure that
- When approaching the siding check for any rail vehicles that may have moved foul of the main line
- The switch lock door is examined and confirmed closed
- The points are checked to ensure they are in the correct position before passing over them

Self-authorisation by Operator provided:
- Movement is stopped at the signal for a minimum period of 10 seconds
