What situations can a SWA-03 be used for?
SWA-03 is used solely to manage all MTMV and Work Train situations within a PWAs to operate past signals for multiple movements
What is a SWA-03 required for?
- Pass an Absolute signal at Stop or Block Entry/Station Entry Board
- All movements are under the direction of the RPO within the PWA
What is Clause 1 for SWA-03?
Authoirty Number and Date
Printed booklets of the SWA-03 form are uniquely numbered between 3001 and 3999. The day and date to be entered at the time of preparation. SWAs must stay in book (do not remove)
What is Clause 2 for SWA-03?
Operator
Identifies the MTMV i.e. Tamper xxx, Regulator xxx / Work Train and the location where the SWA-03 authority is being transmitted to e.g. Station, Intermediate signal, meterage peg or meterage from which a setting back movement will commence. When the SWA-03 is issued to a Multi Line area, the line must be inlcuded (e.g. Operator of Tamper xxx at Pukekohe, Up Main)
When the SWA-03 is issued to a meterage peg/meterage, the location must also include the names of the stations the meterage is between and the line that is being occupied (e.g. Operator of Tamper xxx at 620.02km NIMT)
What is Clause 3 for SWA-03?
Pass Signal Number
Clause 3 must be used to identify the signals required to carry out movements. Enter the Absolute Signal Numbers
What is Clause 4 for SWA-03?
Pass Station Entry Board
Clause 4 must be used to identify the movement is operating in a multi line are. Enter the Station Entry Board which requires to be passed at “Stop”
What is Clause 5 for SWA-03?
Pass Signal/Block Entry Board
Clause 5 must be used to identify the movement is operating in a multi line area. Enter the Block Entry Board which requires to be passed at “Stop”
What is Clause 6 for SWA-03?
Pass Intermediate Signals
Clause 6 must be used to identify the signals the MTMV/Work Train movement requires to pass Absolute Signal Numbers
What is Clause 7 for SWA-03?
Other Instructions
Clause 7 must be used to enter
- Additional safeguards and instructions for the movement to pass safely through the intended route
- Additional safeguards and instructions e.g.
- RPO authority also required before entering PWA
- Pick up pilot for movement at Browns Road level crossing 62.85km or
- Work Trains No. xx is authorised to move in either direction, within the PWA, as directed by the RPO or
- “Stopping at the above signals does not apply when in rail grinding mode”
Note: Rail Grinder in grinding mode When the Rail Grinder is not required to stop at Permissive (Stop and Proceed) or Absolute (Stop and Stay, includes Departure) signals that have been converted to Permissive by SWA-03. Thir procedure is provided to prevent rail damage
What is Clause 8 for SWA-03?
Points
Clause 8 must be entered with details of points enroute for which the movements have been authorised that have been correctly set or have been isolated and secured. Switch locks points in single line area are to be included when detection is confirmed from the signal panel
What is Clause 9 for SWA-03?
Blocking
Clause 9 must be used to confirm whether blocking has been applied to the signals and points authorised in the above clauses for the authorised movements
Authorised by
TC eneters name (reads out initials and surname) and after read back confirmed correct, endorses the time. The Signaller involved with the Safety Assurances must be provided a copy before the Operator, this must be repeated correctly, insert Signallers location and time of correct repeat
Limits Clear at:
The Operator must advise TC when they are clear and complete of the limits of the SWA or within the PWA and the requirements for the issued SWA-03 have been completed. SWA can be cancelled. Endorse the clearance received time and cancellation of the authority.
Confirmation Limits Clear
Particular care must be taken after the “limits clear and complete” portion on the SWA-03 has been completed to ensure the correct authority is crossed off the TC diagram
Precautions and Checks
When preparing any SWA-03, TC must perform the following checks to ensure it is safe to issue the authority…
- Confirm with the Operator of the MTMV/Work Train their identity and location
- Cross check with any Signaller that controls entry into the PWA using Blocking or Track and Time Permit (Mis60)
- Confirm with the RPO that it is safe and there is clear understanding before starting SWA issue process
- If a SWA-03 is issued to enter a PWA, Clause 7 must be used and include the following words “RPO authority also required” before entering a PWA
Note: If the route is required to be changed the SWA-03 must be cancelled, new route set up and the new SWA-03 issued
Note: In multi-line areas that allow traffic in both directions, ensure that an opposing train has not been wrong routed so as to conflict on the affected section and line
