RECOGNITION OF PROBLEM
This individual may not be the primary organizer throughout the building process because this person is the one who gets things started.

IDENTIFYING THE SPECIFIC PROBLEM
is a process by which data about the issues of concern are collected and analyzed. And from the analyzed data, concerns and also problems emerge and are prioritized so that strategies can be created to tackle

is a process of identifying community assets and they do not focus on concerns or problems. It is a process by which organizers literally use a map to identify the different assets of a community.
mapping community capacity
- the most accessible assets and they are located in the neighborhood and are largely under the control of those who live in the neighborhood.
It can be organized into assets of individuals like for example skills and talents. Those of organizations or associations of religious or citizen organizations
Primary Building Blocks
- these are assets located in the neighborhood but they are argely controlled by people outside for example schools, hospitals, and housing structures
Secondary Building Blocks
These are the least accessible assets. These are resources originating outside the neighborhood and are controlled by people outside.
For example, welfare expenditures and public information.
Potential Building Blocks
most of the time, the resources needed to solve all the identified problems in the community are not available. Therefore, problems that have been identified must be prioritized.
This prioritization is best achieved through general agreement or consensus of those who have been organized so that ownership can take hold.
It means that we need to identify problems within the community, sort them, then prioritize what is the problem that we need to focus on and will try to solve.

SETTING GOALS
Once problems have been prioritized, there should be____ that need to be identified and written that will serve as guides for our problem-solving.

It may be the most difficult step in the entire process because, at this point, the organizers need to seriously consider the need for a long-term capacity for problem-solving.
