This is because they were constantly being attacked by previous empires and they establish themselves to a military state

The Assyrians controlled their population by breaking it up into different provinces, government was placed in each province, and their job was to report back to the king

Darius divided the empire into strap he’s or provinces, and chose a leader for each one. This is the same exact strategy the Assyrians used to control their population.

The currency helped unify Persian economy by making it easier for distant provinces to trade with one another

It was used by the Persians by them setting up postal stations, this made it easier to communicate/trade
