The purpose of TB 127 is to:
Provide information to perform apparatus cleaning and maintenance in a safe, legal manner that provides for longevity of the apparatus without detrimental effects and ensures the highest possible levels of reliability and safety.
An adjunct of this program is to provide consistency between inspecting officers and to make their expectations known.

The COLA test is a required part of the daily pre-trip inspection for all vehicles with air brakes. It tests the vehicles ability to GENERATE air for the brakes, HOLD that air, and ALERT the driver when there is not enough air to operate the vehicle safely.
The name COLA is an acronym for the four parts of the test:
- Cut-In Pressure - no lower than 85 psi. LAFD vehicles usually at 100 psi
- Cut-Out Pressure - 110 to 120 psi, 130 max
- Leakage Rate - brake applied for 1 min. Max 3 psi loss for single vehicle (4 psi for combo vehicle)
- Alarms Low Pressure Warning - activate between 55 and 75 psi
