How must class A dealers identify all live dogs and cats on the premises? What method of ID is unique for live puppies or kittens less than 16 weeks of age?
An official tag, as previously described, affixed to the animal’s neck by means of a collar made of material generally acceptable to pet owners, or by a distinctive and legible tattoo. Puppies or kittens less than 16 weeks of age can be identified by a plastic type collar, acceptable to the Administrator, which has the information required for an official tag.
How must a class B dealer identify all live dogs and cats under their control/on the premises?
When live dogs or cats are held, purchased, or otherwise acquired, immediately identified via an official tag on a collar or tattoo.
If live dog or cat is already identified by official tag or tattoo applied by another dealer or exhibitor, purchasee can continue identifying animal with previous number, or replace tag with their own tag or tattoo. In either cases, class B or C exhibitor shall correctly list all old and new official tag number of tattoos in their records of purchases. Any new official tag or tattoo number shall be used on all records of any subsequent sales.

What occurs when a dealer has made reasonable effort to affix an official tag to a cat, but has been unable to do so, or when the cat exhibits serious distress?
Dealer attach collar and tag to the door of the primary enclosure containing the cat and takes measures adequate to maintain the identity of the cat in relation to the tag. Each primary enclosure shall contain no more than one weaned cat without an affixed collar and official tag, unless cats identified by tattoo or plastic-type collar approved by Administrator.
How must class C exhibitors identify all live dogs and cats under their control or on their premises?
Official tag, tattoo, or plastic-type approved collar for animals under 16 weeks.
Via official USDA sequentially numbered tag kept on the door of the animal’s cage or run, record book containing each animal’s tag number, written description, data required in 2.75, and clear photograph of animal, or duplicate tag that accompanies each dog or cat whenever it leaves the compound or premises.
Must Class C exhibitors individually identify puppies or kittens?
Not if maintained as a litter with their dam in the same primary enclosure, provided the dam is individually identified
How must birds be identified?
When one or more birds are confined in a primary enclosure, bird must be identified by: a label attached to primary enclosure which bears a description of the birds, including number, species, distinctive physical features, any identifying marks, leg or wing band that individually identified each bird by description or number, or a microchip transponder placed in a standard anatomical location for the species in accordance with professionally accepted standards, provided that the receiving facility has a compatible transponder reader and that the reader is available for use by an APHIS official.
When one or more animals, other than dogs, cats, or birds, are confined in a primary enclosure, how must the animals be identified?
Label attached to primary enclosure with a description of animals, including number, species, distinctive physical features, and identifying marks, tattoos, or tags.
Marking primary enclosure with a painted or stenciled number which shall be recorded in the records of the dealer/exhibitor with animal description, species, any physical features.
Tag or tattoo applied to each animal in primary enclosure by dealer/exhibitor with individually identifies each animal by description or number
How must any animal, other than a dog or cat, not confined to a primary enclosure identified?
Identified on a record, which shall accompany the animal and kept and maintained by the dealer or exhibitor as part of their records.
Describe rulings on official tags for exhibitors and dealers.
Same as those required for research facilities.
