Whenever the risk to responders outweighs the potential benefit that may be gained by an offensive attack.

Protect exposures and infrastructure, and to confine the fire to building of origin. Can be defensive on fire unit and offensive on exposures.

Should get own water supply!

What happens when a change from offensive to defensive strategy happens?
A
Order all personnel inside the building to withdraw or abandon position, depending on risk. Conduct a PAR. Evaluate water supply needs.
