SB 84: WINDOW BARS
- Must be entered into CIDS
- Unit transmitting 10-75 for fire:
- Brief description of type of building involved
- State presence of window bars
- Indicate if a peaked or flat roof if it can be determined
- Special call for window bars:
- Additional engine and ladder
- Extra ladder shall be a TL if none assigned on initial alarm
- Ensure response of Rescue (if indications of people trapped)
- Handlines
- 1st line must protect interior stairs
- 2nd line must backup 1st line (floor above if not needed)
- Exterior line can be used to protect
A) Trapped civilians or members
B) Members removing window bars
- Tower Ladder
- Best platform to work on window bars
- If possible, leave room at front for TL.
- Unit assigned to remove window bars:
- At least one window on the fire floor
- At least one window on the floor above
- PL, AL or TL to each cleared window
- Location of cleared windows communicated to all
- Private Dwellings
- First ladder outside team is responsible to:
A) Initiate the removal of bars on both front and rear of building
- First ladder outside team is responsible to:
- Managing Members in Distress (Ch 4)
- FAST unit - IC may have them provide additional egress routes
while maintaining unit integrity:
A) Place portable ladders
B) Remove window bars
- FAST unit - IC may have them provide additional egress routes
SB 7: COMPUTERIZED INJURY REPORTING SYSTEM (CIRS)
- Biological ExposuresA) Member exposed to blood borne, airborne or other infectious
pathogen (bodily fluids).B) Medical examiner notification is required WITH OR WITHOUT
symptoms. - Non-Biological ExposuresA) Member exposed to non-biological hazardous substance, or
possible hazardous substance.B) Medical Officer notification required for SYMPTOMS ONLY. - If a member exhibits symptoms from a Biological or Non-Biological
exposure, both an Injury & Exposure Report must be completed. - Illnesses not related to an exposure that prevent a member from
continuing on duty (flu, food poisoning) DO NOT need to be recorded
in CIRS; however, the Medical Examiner must be notified. - Injury/Biological exposures require the Supervisor to notify the
Medical Officer on duty via Fire Department Operations Center
(FDOC). - A Non-Biological Exposure Report for a member who does not
exhibit symptoms can be initiated without Medical Officer
notification. - Biological exposures must be entered into CIRS immediately to
ensure appropriate exposure investigation and follow up. - All available injury/exposure information must be initiated and
submitted no later than SEVEN (7) days from the date of the injury/
exposure with or without the members signature and/or narrative.
SB 66 - WOOD FORMS IN BUILDINGS UNDER CONSTRUCTION
- Wood Forms in Buildings Under Construction
A) One vertical 4x4 every FOUR (4) feet most recently poured floor.
B) One vertical 4x4 every EIGHT (8) feet indicated re-shoring.
C) Lumber usually stored TWO (2) levels below the most recently
poured floor. Biggest problem on this floor is rapid fire spread
because of heavy fire loading.
D) Knowing when the concrete was poured is important, obtaining this
information is often difficult, and if available, not always accurate.
Unless there is a responsible person on the job site, such as a
construction engineer, building superintendent or concrete foreman
and he states exactly the time that the concrete was poured. Units
should assume that it was poured sometime within the prior 24
hours.
- Fire in Wooden Formwork as Per Dunn
A) Fire occurring in wooden formwork will spread rapidly throughout the
entire floor.
B) A single hoseline attack from a wooden access ladder will be
useless.
C) Outside aerial master streams are the recommended strategy to
extinguish fires in formwork supporting floors. All FFs should be
removed from the building during this operation.
SB 56: DEPARTMENT APPARATUS ACCIDENT REPORTS
1) Incidents
A) A vehicle related occurrence that results in damage to a Department
vehicle when the vehicle is properly parked, or damage is discovered
during routine inspection of the vehicle. Minor injuries, serious injuries
or fatal injuries to members while operating on a parked vehicle shall
also be defined as an incident.
2) Accidents
A) Any vehicle related event that results in injury or property damage
(excluding vandalism), even when the damage s minor and may not
be repaired, or an injury to a member caused by a fall or being
thrown from a moving apparatus.
3) Minor vs Major Accidents
A) Minor = accidents resulting in Minor or Moderate damage to the
department or civilian vehicle. Or an accident that results in
no injuries or minor injuries to civilians and/or members.
B) Major = accidents resulting in Significant damage to the department
or civilian vehicle or property. Or an accident that results in
Serious injury or death to a civilian.
4) What is considered a properly parked apparatus?
A) Apparatus parked in quarters
B) Apparatus parked at a distance from, or not parallel to the curb, or is
double or triple parked at fires, emergencies, or false alarms.
C) Unorthodox parking at MUD
5) Apparatus Accidents
A) Primary Initial Obligation = prevent the accident from increasing in
magnitude.
6) Marking Vehicles: if necessary to move apparatus or other vehicles
A) Mark the location of all tires of all vehicles with a “T” indicating e
outside edge of each tire and the center line of the axle. (If double
wheeled, then outside tire only)
B) Tractor Trailer or other large vehicle - mark four corners of the
vehicle.
C) Marks made with lumber crayon, chalk, or any other means at hand
D) Marks shall be made to withstand traffic wear, or shall be renewed
as necessary until the arrival of the Safety Battalion or Photo Unit.
7) CD-19 (Apparatus Accident Report)
A) Prepared by the officer or operator of the vehicle involved
B) If officer or operator is injured, or there is no officer with the
apparatus, it is prepared by an officer assigned to the unit involved.
C) Another member at the scene will gather the information needed for
the CD-19.
D) CD-19 forwarded through the chain of command within 96 hours
E) FDOC notified by the preparer of the CD-19 upon return to quarters
8) Two or more apparatus involved
A) Considered to be two or more accidents
B) CD-19 required from each unit involved
C) Each unit lists themselves as Vehicle #1 on their report.
Engine 6 and Engine 8 collide
Engine 6 prepares a CD-19 with Engine 6 listed as vehicle #1
Engine 8 prepares a CD-19 with Engine 8 listed as vehicle #1
D) A properly parked apparatus is ALWAYS required to forward a
CD-19 whenever struck by another vehicle or another apparatus.
9) MV-104
A) Responsibility of the operator to complete
B) Forwarded to NYS DMV within 10 days (MV-104)
C) Forwarded to Safety Command within 96 hrs (4 days)
D) 10 days / 4 days = 104
E) Required if accident results in death, injury, over $1000 of damage to
the property of any one person or damage in a dollar amount that
cannot be determined.
SB 3: PARKING OF FIRE APPARATUS ON AFID
1) While on BISP do not:
A) Double park
B) Park in bus stops
C) Park alongside building materials located beyond the sidewalk at
construction or demolition sites
D) Have all or part of the apparatus extending into an intersection.
E) Block the flow of vehicular traffic
