HIGH RISE OFFICE BUILDINGS - LADDER COMPANY OPERATIONS
1st arriving Ladder HROB:
- Obtain floor plan - do not take if there is only one copy
- Ensure ICP is staffed, preferably by 1st LCC
- LCC does preliminary inspection of exterior
- Select stairway WITH A STANDPIPE, that provides best attack on
the fire - advise ICP. - Primary search of fire floor.
2nd arriving Ladder HROB:
- If possible, use same elevator car as first ladder.
- Assist 1st due ladder on the fire floor.
3rd arriving Ladder HROB:
- Try to use elevator that is already manned by 1st or 2nd ladder
- On floor below - call 1st or 2nd ladder to get info OR do a rapid
survey of floor and stairs. - Go to the floor above using stairs OTHER than attack stairs.
- Determine best stairway for evacuation - Advise ICP
- On floor above check for access stairs - down to fire floor or upward
to floor above. - Check all stairways
- Remove all occupants from ATTACK STAIR for reasonable distance
above the fire floor. - Difficulty clearing attack stair - ADVISE 1st Ladder or Fire Sector
Supervisor to withhold attack. - Primary search on the floor above
4th Ladder Company:
- Extra SCBA for each member
- Take elevator with safest access to roof
- Fire on floor below high rise bank, and high rise bank is a blind
shaft - then use it. - Fire on floor serviced by high rise bank - proceed to floor below fire
floor and take stair other than attack stair to reach the roof. - No roof ventilation without permission of IC
- Primary search of top 5 floors
- Remain in roof area - unless IC orders otherwise
- Logical assignment after roof operations - upper floors of elevator
bank serving fire floor. - Operate under the IC, until SAE is established.
- Then operate under SAE on HT Ch 3
HIGH RISE OFFICE BUILDINGS - ELEVATOR SMOKE DETECTING DEVICES
- An approved combustion ionization detection device or combination
of an approved smoke detecting device and an approved fixed
temperature thermostatic device shall be installed at each elevator
landing. The activation of this device shall:- Recall the elevators
- SOUND THE FIRE ALARM SIGNAL ON THE FIRE FLOOR AND
FLOOR ABOVE. - NOTE: IN BUILDINGS BUILT UNDER THE 2008 CODE, ALARM
WILL ALSO SOUND ON THE FLOOR BELOW (NEW
CHANGE) - Cause a fire alarm signal to be transmitted to the Fire Departmemt
via a central station. - Cause a fire alarm signal to be sounded at the fire command
station, the mechanical control center and the regularly assigned
location of the fire safety director. - STOP THE AIR SUPPLY INTO AND RETURN AIR FROM THE
FLOORS WHERE ACTIVATED. - Activate the air exhaust fans and dampers in the smoke shaft or the
pressurizing fans in the stair enclosure. - Unlock the doors on the locked fail safe system.
- THE ACTIVATION OF A SPRINKLER WATER FLOW WILL
ACCOMPLISH ALL OF THE ACTIONS LISTED ABOVE. - THE ACTIVATION OF AN HVAC DETECTOR SHALL ACCOMPLISH
ALL OF THE ACTIONS LISTED ABOVE, EXCEPT RECALL THE
ELEVATORS.
HIGH RISE OFFICE BUILDINGS - SECTORS & AREAS
Fire Sector / Fire Branch
1. Fire floor and floor above 2. Fire Sector Supervisor (BC) - HT Channel 1 3. Position on 1st floor below fire (if conditions permit) 4. All units comm on HT 1, do not call ICP, unless URGENT.
SAE Group
1. Search and examination of ALL areas above Fire Sector. 2. SAE Group Supervisor (BC) - HT Channel 3 3. All units comm on HT 3, do not call ICP, unless URGENT. 4. Located on a floor NOT serviced by the same elevator as fire floor 5. Also, BC is located at least 5 floors above fire floor.
Forward Staging Area
1. Located 2 floors below the original fire floor.
2. Engines (SCBA, spare cylinder, standpipe kit, length of hose per
firefighter)
3. Ladders (SCBA, Spare cylinder, Search & Utility Ropes, 2 sets of
FE tools and 6’ hooks)
Staging Area - Primary point outside the structure, away from building.
Forward Triage Area - environmentally safe area on a floor below the
Forward Staging Area
HROB - MANUALLY OPERATED BUILDING FIRE PUMPS
1938 Building Code - required in buildings over 250 feet.
1968 Building Code - required in buildings over 300 feet.
- Pump Room Operations
A) Locate bypass valve on DISCHARGE side (higher gauge pressures)
B) Insure bypass valve is CLOSED (stem in)
C) If found open, close it CLOCKWISE
D) If you can’t find bypass valve, it’s permissible to start pumps
E) Start the pumps "Kansas City Starters Suck" K - Close (K)nife switch C - Close (C)ircuit breakers S - Push the (S)tart button S - Move the (S)elector level
F) Near each pump there is a standpipe phone that gives 2 way
communication to the ICP.
G) If there are 2 pumps, start them both, at or near same pressure.
H) Pump pressures are the same as for High Pressure Pumping
Floors 1-10 = 150 psi
Floors 11-20 = 200 psi
- 10-76 (report of fire confirmed)
2nd alarm (Visible fire, smoke emanating through the skin of the
building, serious fire verified)
HROB - STARTING PUMP ROOM “KANSAS CITY STARTERS SUCK”
Start the pumps “Kansas City Starters Suck”
K - Close (K)nife switch
C - Close (C)ircuit breakers
S - Push the (S)tart button
S - Move the (S)elector level
HROB - AUTOMATIC RECALL OF ELEVATORS
- Automatic recall of elevators happens with the activation of:
A) Elevator Landing Detectors
B) Sprinkler Water Flow
Note - HVAC detectors DO NOT automatically recall elevators
- Elevator Landing Detectors / HVAC Detectors / Sprinkler Water Flow
A) Recall elevators (EXCEPT for HVAC detectors)
B) Sounds Fire Alarm on fire floor and floor below
2008 Building Code - also sounds alarm on floor below
C) Fire alarm signal to: FDNY central station, Fire Command Station,
Mechanical Control center, FSD - regular
location.
D) Stops air supply INTO and return air FROM, floor where located
E) Activates air exhaust fans & dampers in smoke shaft OR pressurizing
fans in stairs.
F) Unlocks doors on locked fail safe system.
- What to do with elevators recalled but found closed, to open them
“MOOADO”
A) Elevators were recalled MANUALLY, then turn the fireman service
switch to OFF, then back to ON. (Turn off, then on to open)
M - Manual recall O - OFF (Normal position) O - ON (Fireman Service position)
B) Elevators were recalled AUTOMATICALLY, then turn the Fireman
switch door open. (Put key in and go to “door open” to open)
A - Automatic Recall D - DOOR O - OPEN

E - Evacuation status
S - Stairs (access stairs down to the fire floor or upward to floor above)
HROB - 1ST DUE TRUCK & 1ST DUE ENGINE GETS THE FOLLOWING INFORMATION FROM THE SAFETY DIRECTOR OR SURROGATE “SALE”

S - Status of elevators
A - Access stairs serving the fire floor
L - Location of the fire
E - Evacuation procedures implemented
- Determine the location of the fire on the fire floor and initiate
evacuation procedures where required. - Determine the location of the fire on the fire floor and select a stairway
with a standpipe that will provide the best attack on the fire. - Conduct a primary search of the FIRE FLOOR.
HROB - 4TH DUE TRUCK UPON ARRIVAL AT ROOF, REPORT TO FOLLOWING CONDITIONS TO THE ICP “STAAF”
“STAAF”
S - Smoke and heat
T - The presence of occupants
A - Available ventilation
A - Any unusual conditions
F - Fire or occupants at windows visible from roof

- First Arriving Ladder Company
A) Obtain as much information as possible from Fire Safety Director or
their surrogate as to “SALE”
S - Status of elevators A - Access stairs serving the fire floor L - Location of the fire E - Evacuation procedures implemented
B) Determine the location of the fire on the fire floor and initiate
evacuation procedures where required.
C) Determine the location of the fire on the fire floor and select a
stairway with a standpipe that will provide the best attack on the fire.
D) Conduct a primary search of the FIRE FLOOR.
- Second Arriving Ladder Company
A) Assist 1st Ladder with search of the FIRE FLOOR.
B) If possible, use THE SAME elevator car used by the First arriving
Ladder Company.
- Third Arriving Ladder Company
A) If possible, use SAME elevator staffed by 1st and/or 2nd Ladder
B) After exiting the elevator, proceed to floor above the fire via a
stairway OTHER THAN ATTACK STAIRWAY.
C) Determine which stairway is the best stairway to be used by the
occupants for EVACUATION and advise the ICP.
D) Examine ALL stairways for occupants and smoke.
E) Remove all occupants from the attack stairway for a REASONABLE
DISTANCE ABOVE THE FIRE FLOOR and prevent its use by
occupants.
F) If difficulty is encountered in clearing the attack stairway of
occupants, the officer shall advise the FIRST ARRIVING LADDER
COMPANY OR THE FIRE SECTOR SUPERVISOR/BRANCH
DIRECTOR to withhold attack until occupants have been safely
removed.
G) Conduct a primary search of the FLOOR ABOVE the fire floor.
H) When ops are completed on the floor above the fire, the Officer shall
report to the Fire Sector Supervisor/Branch Director either physically
or via HT.
- Fourth Arriving Ladder Company
A) Each member shall be equipped with an extra SCBA cylinder.
B) When obtaining elevator for safest access to roof (If fire is on a floor
that is not serviced by the high-rise bank of elevators, the high-rise
bank will be used if it is in a blind shaft)
C) If the fire is on a floor that is serviced by the high-rise bank of
elevators, they shall proceed to a location below and then use a
stairway other than the attack stairway to proceed to the roof.
D) DO NOT undertake roof ventilation unless ordered by the IC.
E) Conduct a primary search of the TOP FIVE (5) FLOORS.
F) Remain in roof area until ordered by IC.
G) A logical assignment would be the UPPER FLOORS of the elevator bank serving the fire floor.
H) Operate under IC until the SAE GROUP is established.
CLASS “E” OFFICE BUILDINGS
1) Built Before 1945
A) Heavy weight building, 20-30 lbs. per cubic foot B) Structural steel encased in concrete, masonry exterior walls substantially tied to floors. C) Core construction NOT USED. D) Usually no central AC, exterior windows openable E) Fire towers not required until 1938 F) Plenum ceilings not usually found
2) Built Between 1945 - 1968
A) Medium weight building, 10-20 lbs. per cubic foot B) FIRE TOWERS REQUIRED C) A mix of pre 1945 and 1968 characteristics.
3) Built After 1968
A) Lightweight building 8-10 lbs. per cubic foot B) HVAC system C) Exterior walls are curtain walls, usually glass and metal D) Exterior windows usually not openable E) Fire Tower NOT REQUIRED F) Lack of compartmentation G) "Q" decking floors, plenum ceilings H) Core construction
