TECHNICAL POLICY PROCEDURE NOTICE 8/92 (TPPN 8/92)
- Purpose is to interpret the requirements of the 1968 Building Code
pertaining to FIRE STOPPING REQUIREMENTS PER RS 10-8 AND
INSPECTION OF METHODS OF CONSTRUCTION PER TABLE 10-2
FOR LAMINATED WOOD I-BEAMS used in fire resistance rated floor/
roof-ceiling assemblies. To establish a new administrative procedure
for applicant notification to the Fire Department of proposed use of
Laminated Wood I-Beams. (MONTHLY STRUCTURAL INTEGRITY
REPORT) - FIRE STOPPING = General requirements for fire stopping states that “
the space between the ceiling and the floor or roof
above shall be divided by providing fire stopping
WHERE CEILINGS ARE SUSPENDED BELOW
SOLID JOISTS OR SUSPENDED FROM OR
ATTACHED DIRECTLY,TO THE BOTTOM OF
OPEN WOOD FLOOR TRUSSES IN BUILDINGS
OF COMBUSTIBLE CONSTRUCTION” - THE DEPARTMENT NOW INTERPRETS THE REQUIREMENT TO
COMPLY WITH THE FIRE STOPPING PROVISION OF SECTION 9.2.1
9 TO INCLUDE LAMINATED WOOD I-BEAM ASSEMBLIES.
THEREFORE, THE SPACE BETWEEN THE CEILING AND THE
FLOOR OR ROOF ABOVE SHALL BE DIVIDED INTO
APPROXIMATELY EQUAL AREAS NOT GREATER THAN 500
SQUARE FEET.
BISP MANUAL: LIGHTWEIGHT WOOD I-BEAMS
- Any proposed use of LW Wood I-Beams shall comply with the Dept.
Of Buildings Technical Policy and Procedure Notice (TPPN) 8/92. - 8/92 is specific concerning the following requirements for this type of
construction:- Fire Stopping = the space between the ceiling and floor or roof
above shall be divided into approximately equal
areas NOT GREATER THAN 500 SQUARE FEET. - Construction = the cutting of openings for ducts, pipes, conduit,
etc. in Laminated Wood I-Beams shall be
considered fabrication and, therefore, subject to
CONTROLLED INSPECTION. - Controlled
Inspection = Inspected and/or tested to verify compliance with
code requirements. All required inspections and tests
of materials designated for controlled inspection shall
be made and witnessed by or under the direct
supervision of an architect or engineer retained by or
on behalf of the owner or lesee.
- Fire Stopping = the space between the ceiling and floor or roof
- During the site inspection , if the company officer determines that an
address reported on the FDNY Structural Integrity Report does not
comply with the requirements of TPPN 8/92 and would present a
unique fire problem, the company officer should initiate the following:- (Notify the BC on duty to respond to assess the situation)
This situation may be found in a building under construction, or as a
major alteration/addition in an occupied building. If appropriate, the
BC should initiate vacate procedures. - (Send a High Priority Referral Report through chain on command)
for necessary endorsements to the Dept. Of Buildings indicating
such non-compliance. - (If deemed necessary, forward a Sprinkler Recommendation A-244)
For existing construction, forward an A-244 recommending the
modification of the Certificate of Occupancy for that building
requiring the installation of SPRINKLERS THROUGHOUT.
building under construction and/or a major alteration in their
administrative district using these LW building materials that
does not appear on their Structural Integrity Report. - (Notify the BC on duty to respond to assess the situation)
NOV MANUAL
- NOV should not be issued when:A) Forthwith VO situation (immediate hazard)B) Immediate summons required (CDA smoking, LPG illegal
storage, locked exits)C) Government (Federal, State, Port Authority)
EXCEPT - NYC agencies may be issued NOVD) Enforce NYS Laws (Labor Law, MD Law etc.)E) 5 year test or inspection of sprinkler - forward A8 to BFP
- No more than SEVEN (7) VCs (violation categories) cited on each NOV
- Always enter hearing and compliance dates (except for NYC agency)
- RESPONDENT (Name of person/entity responsible to correct)A) Violation against the building (Name the building OWNER)
If building is a corporation (Name the CORPORATION)B) If a Managing agent operates the building (Name the AGENT)C) If the NOV is for a tenant (Name the BUSINESS/ENTITY)
Ex: “John’s Pizza” “ Dunkin Donuts”
The tenant must have complete control over matter (extinguishers)
DO NOT write an NOV to a tenant of a MDD) City Agency (Name the AGENCY - “DHS”)
Forward all parts to BFP Enforcement - they will serveE) Daycare center (Name DAY CARE CENTER) - If you can’t find the name/address of an OWNER/MAN. AGENTA) FIRST - conduct a Finance Property search to get this info. Or call
BISP hotline to get this information.B) LAST RESORT - If unable to determine owner or managing agents
name, Identify the respondent with “OWNER OF
and the address” - Issue REPEAT VIOLATION - within 18 months of a 1st violation:A) Must be SAME respondent
B) SAME law/rule
C) SAME premises - SERVICE - An NOV may only be served:A) Directly upon the OWNER, this includes:
- Individual owner
- Partnership, the partners or their general managing agent
- Corporation, corporate officer, director, managing agent, general
agent, person authorized to receive.B) By affixing the NOV:- Affix the Green and Gold copies - Preferably with masking tape - Only inside the building - Only vertically on doors and walls - On a durable surface NOT damaged by tape (glass, tile, wood) - Do not affix to a counter top or desk top - UNDER NO circumstances should it be given to an employee
BISP MANUAL: MOVEMENT OF LPG CONTAINERS WITHIN BUILDINGS BY VENDORS
1) Transportation plugs shall be installed on the LPG containers so
secure gas-tight the outlet valve connection.
2) LPG containers at all times shall be moved under the personal
supervision of a Certificate of Fitness holder. At no time shall the
containers be left unattended.
3) LPG containers wi a capacity of more than 20 pounds shall be
moved to another floor of the building only by freight, construction or
passenger elevator when approved, and such elevator will be
occupied only by those persons engaged in moving the containers.
4) LPG containers with a capacity of 20 pounds or less shall be moved
in the same manner, except that they may be moved in building
stairwells if such stairwells are unoccupied.
SMOKE DETECTORS
1) Absent or Defective required smoke detecting devices, the officer in
command or his designee shall forward an A-8B Fire Department.
Referral Report (smoke detector) in duplicate to the Field/Public
Communications Unit, Bureau of Fire Prevention.
2) WRITTEN notification of absent/defective smoke detector: Forward
to Field/Public Communications Unit.
3) VERBAL notification of absent/defective smoke detector: Refer
complainant to Dept. Of Housing Preservation and Deployment by
dialing “311”
CO DETECTORS
1) Failure to provide/maintain CO detector = VO (16 days) or NOV
2) Failure to submit to the department a written record of the installation
and maintenance of CO detecting device = VO (16 days) or NOV.
3) Failure to provide/maintain required posting of notices of owners
responsibility = VO (16 days) or NOV.
4) Complaints from the public regarding the installation/maintenance of
CO detectors in residential premises shall be referred to “311” for
follow up by HPD or DOB.
5) Complaints with respect to the installation/maintenance of CO
detectors in G/E and H/I occupancies shall be referred to the Field/
Public Operations Support Unit (FPOSU)
BISP CHAPTER 5: INVESTIGATIONS OF COMPLAINTS (A-17)
1) Investigations of Complaints
A) When a complaint is received, company officers shall cause a prompt inspection of the premises to determine the actual condition. B) If a complaint is received for a location not within their administrative area, accept the particulars of the complaint, record the particulars in the company journal, and promptly notify the proper unit by telephone. C) Complaints related to places of public assembly (Theatres, arenas, cabarets etc.) IMMEDIATELY TELEPHONE THE ADMINISTRATIVE BC.
2) When a complaint is received from Fire Prevention
A) Investigate the complaint and forward either an interim or final Investigation of Complaint (A-17) within 24 hours of receipt of the complaint. B) Interim report - Forwarded to Fire Prevention if access is not possible after several attempts within 24 hours of the receipt of the complaint. C) Additional attempts shall be made within the next 72 hours to gain access. D) When investigation is completed, forward an A-17 FINAL REPORT. E) If the inspection cannot be completed, telephone Fire Prevention.

A) Prepared in triplicate B) Original is forwarded to Field/Public Operations Support Unit (FPOSU) at Fire Prevention. C) One copy is filed in the building folder. D) Other copy is filed in the Uniformed Filing System E) Can be typed or printed using blue or black ink F) If a complaint includes more than hazard, each hazard shall be referred to in the preparation of the A-17 G) If a complaint is received concerning smoke detectors and/or carbon monoxide detectors, refer to BISP Manual Chapter 5 References 3.1 and 3.2
