UNDER RIVER RAIL OPERATIONS
A
- Most tubes have no access to the adjacent tube through the
underwater areas. Three exceptions are:- 63rd street tunnel - most recently constructed - precast concrete -
most susceptible to flooding if damaged. - Lexington Ave tunnel - Contains 4 tracks
- 161st street tunnel - Contains 3 tracks
- 63rd street tunnel - most recently constructed - precast concrete -
- All under river standpipes are wet - NYC Subway standpipes are dry
- Sound powered phone jacks are located at standpipe outlets
(Exception: Joralemon Tube) - Subway Repeater - often there are breaks between repeater zones
inside under river tubes. - There are no repeater antennas at most emergency exits, and no
repeater coverage inside most emergency exit stairways. A HT relay
on the tactical channel shall be used. - All NYCT under river tubes have reversible fans at both ends, usually
in the vicinity of the emergency exits nearest the water. Exceptions:
there are no fans on the Brooklyn side of the Greenpoint-Jackson Ave
Tubes, or on the Bronx side of the 149th street tubes. There are no
ventilation fans or ductwork in the tubes themselves. - Preparations for operations in under river tubes have 3 main elements
- Reconnaissance
- Planning
- Logistics
- Removing non ambulatory victims - skeds useful to move patients
long distances over difficult terrain. - Rail carts are the primary method for moving non ambulatory patients
(More efficient than any other method) - Victims removed in the following order:
- Ambulatory victims
- Non ambulatory victims
- Victims requiring Disentanglement / Extrication
- Black tag (deceased victims)
