FAST UNIT TOOLS
- In addition to normally assigned ladder company tools, the FAST unit
shall report to the ICP with the following equipment:
A) FAST PAK
B) Search Rope
C) Stokes basket with long backboard
D) 2:1 Rope
- As part of the sizeup, determine what other tools / equipment may
be needed for the various rescue possibilities such as:
A) Rebar cutter
B) LSR / Life Belt
C) Saws
D) Elevator keys for buildings with elevators
E) Flotation Devices for operations on or near bodies of water
SAFETY TEAMS
4 FIREFIGHTER ENGINE ALONE AT SCENE
- Based on Officers size up: Officer can enter IDLH with 1 FF to search
without line advancement
- Two other FFs compose safety team
OR
- Take defensive position based on conditions encountered
ONE 5 FF ENGINE ON SCENE:
- Safety Team is composed of DOOR AND CONTROL FF
ONE LADDER ON SCENE:
- 5 FF LCC AND OV
- 4 FF LCC AND OUTSIDE FF DESIGNATED BY OFFICER
ONE LADDER AND ONE ENGINE ON SCENE:
- 5 FF LCC AND CONTROL
- 4 FF LCC AND CONTROL
SAFETY TEAM DUTIES:
- Monitor HT for calls for assistance, maydays, urgents…
- Prepared to enter IDLH to render assistance
- Transmit mayday or urgent
- Ensure IC knows they are entering
SAFETY TEAM MEMBERS SHALL:
- Engage in their primary duties while assuming safety team duties
- Once FFs enter IDLH, one member must account for FFs inside
WITHOUT performing other duties.
- Arrival of 2nd Engine must be announced over HT.
- The IC must announce the arrival of the FAST unit.
UNDERSTAFFED (any unit with less than 4 firefighters)
- Advise dispatch you’re understaffed and # of FFs you’re responding
- PA/ID 5-74: Understaffed unit will only operate if officer in command
at the scene determines that the members will not be endangered by
the reduced manpower.
UNDERSTAFFED ENGINE OR LADDER (only unit on scene)
- Company shall take a defensive position
- If KNOWN life hazard is discovered and immediate action could
prevent loss of life “rescue activity may be taken by individual”
- Applies only for KNOWN LIFE HAZARD
- IC must be notified immediately
- Appropriate adjustments made
KNOWN LIFE HAZARD
- Victim can be seen by rescuer
- Victim can be heard by rescuer
- Credible source or person at the scene indicates LOCATION
DEFENSIVE POSITIONS INCLUDE (mostly outside)
- Sizeup, transmit signals, medical treatment
- Check hydrant, hookup, charge pumps
- Position AL, TL, PLs
- Stretch line to OUTSIDE the IDLH
LOCATION OF FAST TEAM
- FAST unit shall report to and stage near the ICP, within verbal contact,
at a position from which they can be readily deployed. However, the
IC may assign the FAST unit to stage at a location other than the ICP,
based on the type of building units are operating at (e.g. HROB). Units
shall operate in accordance with established guidelines on FAST Unit
staging at different types of buildings. - At large scale, high rise or unusual operations, additional FAST Units
may be positioned at other locations as determined by the IC. - FAST Unit will report to the IC and stand by with CFRD Engine
A) Announce designation as the FAST Unit
B) Ascertain identity of the CFRD Engine company.
C) Determine the location of EMS personnel on scene
D) Note the designation of attack and evacuation stairways, apartment
numbering system
E) Prepare for activation according to the guidelines listed in MMID.
- FAST Unit and CFRD Engine shall be assigned to the Fire Sector
when the fire is above the SIXTH (6th) floor. - They can be staged on the floor below the fire floor, ready for rapid
deployment. - At lower floor fires (6th floor or below), the position of the FAST Unit
and the CFRD Engine will be determined by the IC. The FAST Unit
should carry a set of elevator keys.
