Rule 17.12
Transporting Containers
DO NOT USE a front end load truck to transport a container on the road unless the truck and container are specifically designed for this purpose
Rule 17.1
Container Enclosure
When approaching a container in an enclosure, a driver must make sure to secure the gates in the open position while servicing
-If they are unable to safely secure immediately, report to dispatch (HOC)
It is a drivers responsibility to report damaged or unsafe/hazards associated with enclosures
Rule 17.2
Approaching the Container
When approaching the container, the drivers do not lower arms and forks when the truck is in motion and more than 10 feet away.
The gates should be open and secured if it is in an enclosure before lowering the arms and forks
Rule 17.3
Lifting the container
The driver must always do the following when lifting:
- Set the parking brake and shift to neutral
- Watch for people in the area and never allow anyone underneath or near the area where a container is being lifted
- Always be aware of truck and overhead clearances prior to lifting
Rule 17.4
Container Dropped in the Hopper
If a hopper drops into a hopper, a driver must:
- Not attempt to remove the container from the hopper
- Notify dispatch and request assistance
Rule 17.5
Spilled Material on Top of Truck
A driver must always use a reaching pole if one is available.
If it is not an option or if the material cannot be reached without climbing, follow RULE 5.5: Climbing on top of Trucks
Rule 17.6
Forks, Arms, or Hopper Door Jams
The driver must do the following if material is jammed in the arms, forks, or hopper door preventing them from functioning:
- Safely secure the truck
- Contact Dispatch
- -A driver should not try to dislodge any material by themselves
Rule 17.7
Replace the empty container
When replacing the container, the driver must:
-Watch for people in the area and never allow anyone underneath or near the area where a container is being lowered
Rule 17.8
Backing out from the container
Once the container has been replaced, the driver must safely back out.
A driver should never back away from a container without scanning the area around the truck
Rule 17.9
Preparing the truck for travel
To prepare the truck for travel, the driver must:
- Return the forks and arms to the travel position
- -It should not obstruct the field of vision
- Ensure the hopper door has closed
- Remove any loose debris from the top of the truck body
Rule 17.9.1
Travel Position and Working Position for Comm FEL
The travel and working position for a Comm FEL is to have the forks and arms fully retracted
- In the event this causes height clearance issues, partially retract the arms so that the fork pivot tube is at the top of the windshield
- The forks must be fully retracted in either arm position
Rule 17.9.2
Residential FEL Travel Position
For a Residential FEL, the driver must always stow the carry-can inside the hopper when truck speed exceeds 10 mph or when the truck travels more than 0.2 miles
Rule 17.9.3
Residential FEL Working Position
A driver should always do the following when working on the route and the truck is not exceeding 10 mph or more than 0.2 miles:
- Lower the arms completely
- Adjust the forks so the carry-can is horizontal or tipped slightly toward the cab.
- Raise the carry-can enough to clear and dips or bumps in the roadway as it is driven
- Adjust the positions of the arms to see better any time visibility is restricted and/or the carry-can creates a hazard
- Store the carry-can inside the hopper when passing through intersections and/or making left or right turns
