Rule 12.1
Driver and Helper Communication
The driver and helper must always clearly communicate intentions.
To communicate:
-Use agreed-upon hand signals
–Use safety practices 4.0 of the Rules Book for types of hand signals
-Conduct Safety Briefings
–Safety briefings allow the driver and helper(s) to discuss a task before it is performed
Drivers must ensure that a new helper, at a minimum, understands the following before working on the route:
- Operation of the truck and its controls
- Proper riding position while truck is in motion
- -Hand holds
- -Feet Placement
- Three points of contact when getting on or off of the truck
- Riding on the steps only when the truck is traveling less than 0.2 miles and at a speed of 10 mph or less (LCR)
- Proper backing position, hand signals and out of site of drivers rules
- Double siding/zigzagging/seat belt rules (LCR)
- Proper backing rules
To keep a new helper safe a driver must:
-Complete a helper safety briefing and checklist whenever they have a new helper.
A route manager must provide this to a driver, and it must be turned into the RM
Rule 12.2
Traffic Safety Precautions
Driver/Helpers must avoid crossing the street whenever possible. If a driver/helper must cross the street, they must always:
- Stop and look for traffic from all directions
- Slowly come out from behind the truck or out of the truck watching for oncoming traffic from all directions
- Avoid waiving other vehicles on
- Helper must assist the driver by watching for other vehicles before giving the signal to proceed
Rule 12.4
Driver Responsibility for Helper on Riding Step
The drivers also have the responsibility of keeping helpers safe. Drivers are responsible for:
- Stopping the truck slowly
- Setting the parking brake once the truck has come to a complete stop
- Not driving a truck unless personnel are situated in a proper riding position
- Not allowing personnel to ride outside of the cab if the truck is traveling over 10 mph or traveling farther than 0.2 miles (~2 city blocks) (LCR)
- Never driving in reverse unless all helpers are visible and no helpers are on the riding steps (LCR)
- Never allowing more than 1 person on the same riding step
- Never allowing anyone to ride in the hopper, loading sill or on the steps of the truck cab.
- Ensuring that the helper is facing the truck using both hands
Rule 12.5
Helpers Responsibility Riding on Outside Step
Helpers must use riding steps safely.
A helper must:
-Stand correctly on the riding step before signaling the driver to proceed
-Never ride on the step while the truck is in reverse (LCR)
-Never try to pick up trash from the riding step
Keep the riding step clear of mud, ice, trash, and anything else that might cause the step to be slippery
-Not get on or off the riding step until the truck comes to a complete stop
Rule 12.6
Helper Safety
Helpers and drivers must watch for obstacles on the route that may injure a helper while using the riding step
Drivers and Helpers must:
-Watch for low hanging tree branches
-Watch for obstacles close to the truck that might hit the helper on a step
Drivers must:
-Turn corners wide enough to avoid obstacles hitting the helper
