Rule 7.1 (LCR)

Locate a safe disposal location

A

Drivers must follow each sites written procedures and posted signs
If a traffic controller is present, the driver must always follow their instructions

When preparing to dispose:

A

-always park the truck on a firm and level surface before disposal
-Ensure the truck cab is even (not staggered) with the trucks positioned on either side
–this will reduce the chance of body/container impacting the cab of another truck in the event of a rollover
-Maintain appropriate spacing between trucks when discharging loads.
Under certain circumstances, the spacing between trucks may need to be increased due to:
-weather, tipping surface and under footing, truck loads

Rule 7.2

Walking at the disposal Location

A

Only Drivers can exit a truck in the work zone. The helper must remain in the truck at all times or at the scale house when at the disposal location.
Driver must use three points of contact when exiting/entering the cab
Before exiting the truck, the driver must be wearing:
-Safety glasses
-gloves
-hardhat
-high visibility vest
-work boots

Once driver is on the ground of disposal location he she must:

A

-Watch for hazards when walking around the truck at the disposal area
-stay within 6ft away from the furthest point of the truck
Never walk behind or in front of another vehicle unless:
–eye contact is made
–confirmation is received or intended movement using hand signals with the operator of the vehicle/equipment

Tailgates

A

Never walk under or allow anyone else to walk under a raised tailgate for any reason unless the tailgate has been safely secured through the use of approved lock bars or stands

Overheard Clearance

A

A Driver should know the dimensions of their trucks to avoid any overhead collisions
A Driver should watch for overhead clearances and warning stickers
A Driver must not drive in or out of a facility with the truck body in the raised position.

Rule 7.5

Lower Equipment before Moving

A

A driver should always lower tailgates, bodies, and hoists -as soon as possible- after the load is ejected/dumped.
Trucks should never be moved around with the tailgates, doors, hoists, or bodies open or in the extended position
-Only the driver can close or open tailgates. Never get help from heavy equipment operators
Contact dispatch for tailgates that have difficulty closing or opening

Rule 7.6

Frozen Loads

A

In the situation that a load freezes a driver should:

  • contact site management for guidance
  • follow the site procedures
  • Always stay within 6ft of the truck
  • enter the cab of the truck and remain there until signaled by the heavy equipment operator that all is clear

Clean Behind the Blade

A

The area behind the blade is normally considered a non-permitted confined space.
To clean behind the blade after disposal, first move the truck to the clean-out area, if designated:
-Cleaning the tailgate and behind the blade must occur a safe distance from heavy equipment and other vehicular traffic

To safely secure the vehicle by following the Hazardous Energy Control Program a driver must:

  1. Park the truck on level ground, put the transmission in neutral, set the truck brakes (tractor and trailer)
  2. Control stored energy by having the arms lowered or stored and having the blade extended, if necessary
  3. Always shut off the engine
  4. Place ignition key in a pocket
  5. Verify the air and hydraulic pressure has been released
  6. Activate the battery disconnect

Rule 7.8

Prepare the truck for Travel

A

After disposal and cleaning behind the blade, The driver must ensure that the truck is ready to get back on the road. To prepare for this the driver must:
-Climb back into the back and turn on headlights and hazard signal lights
-Walk around the truck again, checking the lights
-Clean any light covers that are dirty
-Check the tires for proper inflation
-Look under the truck to make certain there are no snagged items
-Make certain there are no rocks or other materials jammed in between the dual tires
-Verify the drive shaft is clear and nothing is wrapped around it
A Driver MUST keep the space between the cab and the body clean and free of paper and other materials

Rule 8.0

Pulling/Towing Stuck Trucks

A

A Driver can never allow heavy equipment to push a truck out of this type of situation.
This is an unsafe practice, as it can severely damage the body and truck frame.

Rule 8.1

Hooking and Unhooking

A

A driver is responsible for hooking and unhooking the cable/chain/sling to their truck.
If the truck does not have the proper tow hooks, a route manager or maintenance should be contacted
-They will determine where to attach the tow cables

Cables

A

Only cables/slings designed for towing can be used.

-These cables/slings must be rated, inspected, and maintained for just this purpose

Communications

A

During the process of pulling out the stuck truck, the driver must clearly communicate and maintain eye contact of intended movement between both vehicles

Rule 8.3

Towing Power

A

The driver of the stuck truck must be careful not to apply power until the towing vehicle begins movement of the stuck truck
The towing vehicle must apply power gradually and only after receiving the “go-ahead” sign from the stuck truck Driver or the person assisting

Keep the Towing Are Clear

A

While the truck is being pulled out, the area between the two vehicles must remain clear.
All personnel must remain at least one cable length away from the tow cable should the cable break
