- mayor of Detroit to make food stations in 1930
- agricultural marketing act of 1929 gave 500 million (failed in 32)

- Hoovervilles and hoover blankets named after him
- too little too late
- took private state action rather than direct action
- blamed international economics for depression
- 1932 bonus army where he got rid of them with the army (would cost 2.3 mill to pay them but gave 2 billion to the banks)
- put tariffs on foreign goods so less exports

A
- had support of congress and support in north and south
- hoover was hated fr his bad response to depression
- got 57% of votes and hoover got 40%
- promise of new deal
- pledge 25% cuts to fed gov
