Outages 5 days or less submitted on 1st of the month prior to start date

Outages greater than 5 days but less than 30 days submitted prior to 1st day of month 6 months prior to the outage

Bucket 4
Outages greater than 30 days submitted prior to Feb 1st or 6 months prior, whichever is more restrictive.
