Issued when Primary Reserve is less than Primary Reserve Requirement and present operations are becoming critical

Trigger: Primary Reserve < Primary Reserve Requirement (150% of largest single contingency), but greater than Synchronized Reserve Requirement (100% of largest single contingency)
