The purpose of this order is to provide sworn personnel and Community Service Officers authorized to issue parking citations with procedures for enforcing parking violations. Patrol personnel maintain enforcement authority over parking control and violations of Florida State Statutes and _____ _____.

Parking Citations
During peak traffic hours, the Jacksonville Sheriff’s Office in conjunction with the City of Jacksonville’s Public Parking Enforcement Officers, will enforce ___ ____ zones where a large volume of traffic flow is encountered on a normal business day. All prohibited areas of parking must be properly marked with appropriate parking enforcement signs. (i.e., tow away zones, time control parking, etc.).

Officers may issue Parking Citations when summoned to _____ _____ by a citizen, provided the complaint is in violation of the Parking Code.

In addition to the criteria set forth in A, B, and C above, officers will:
- Complete the Parking Citation;
- Include the violator’s name and address on the citation if the violator is present;
- Give the violator the citation, or if the violator is not present, place the hard copy of the citation in a conspicuous place on the vehicle (i.e., the driver’s side of the vehicle’s windshield, between the tank and seat on motorcycles, etc.);
- Only cite one violation per parking citation;
- Follow the “Rule of Three” as outlined in Sheriff’s Office written directives in issuing parking citations to a violator;
- Forward the white copy to a supervisor before the end of the authorized employee’s tour of duty; and
- Keep all yellow copies from the parking citation book together until returned to the Citation Accountability Clerk. This includes voided citations.
Upon receiving citations from the officer, the supervisor will:
- Review the citations for accuracy and completeness;
- Legibly place their ID number and initials on the left hand margin signifying their approval; and
- Ensure that all approved citations are submitted to the Citation Office. This is done by placing all the citations in an envelope and depositing them in the designated receptacle located in the Police Memorial Building Drill Hall.
Officers shall only use the City of Jacksonville Parking Citation for the issuing of _________ Parking Violations, citing the violator with violation of Municipal Ordinance (M.O.) 804.1012.

Officers shall ensure that the _______ Parking Violation meets the requirements of M.O. 804.1012 and design requirements of Florida State Statute (F.S.S.) 316.1955 or 316.1956.

Vehicles displaying the following items will be exempted from receiving a Handicapped Parking Citation:
- The disabled person parking permit placard, which must be hung from the rear view mirror of any vehicle which is transporting the disabled person to which the permit is issued;
- Any vehicle displaying a Disabled Veteran (D.V.) license plate per F.S.S. 320.084;
- Any vehicle displaying a Disabled Veterans Wheelchair (W.C.) license plate per F.S.S. 320.0842;
- Any vehicle displaying an International Wheelchair Emblem Suffix (W.T.) license plate per F.S.S. 320.0843; or
- Any vehicle displaying a Paralyzed Veteran of America (P.V.A.) license plate per F.S.S. 320.0845.
All citations with errors or discrepancies will be returned for correction by the ______ ________ ______ to the affected officer’s supervisor via the Zone Commander.
