Barricaded subjects are defined as persons who refuse to submit to arrest or detainment for a Baker Act and:
- Who officers believe to be armed or have the potential to be armed and pose a threat to citizens and/or officers,
- Who are believed to have been involved in a criminal act and/or are a threat to himself and/or to the lives and safety of citizens or officers,
- Who are in a position of advantage, affording cover and concealment, or are contained in an open area and the approach of officers could precipitate an adverse reaction by the suspect.

If the situation is bona fide, the officer must evaluate the situation to determine:
- If the incident involves an active shooter(s), barricaded suspect(s), and/or hostages;
- If a hostage is present, and if so, how many;
- The number of suspects and type(s) of weapons involved, if possible; and
- If notification of resources such as Command personnel, the Aviation and Marine Units, or Canine officers, etc., will be necessary.
Canine Officers will not release their service dogs under residences when a suspect is known to be present. A subject located under a residence, who is refusing to comply with commands, is considered a _______ ______.

The first officer(s) at the scene must:
- Confine the perpetrator(s) to the immediate area, maintaining firearms discipline;
- Notify the Communications Center and request notification of his immediate supervisor and the Patrol Watch Commander;
- Request assistance and use of the tactical talk group;
- Detain all witnesses who may have pertinent information regarding the incident;
- Request Fire/Rescue if needed; and
- When possible, establish and maintain a log of times and events.
The duties of the first supervisor at the scene of a barricaded subject or hostage situation consist of the following:
- Maintain an inner perimeter to contain the suspect/subject and document on the Perimeter Assignment Form (P-1769);
- Establish an outer perimeter, excluding all unauthorized persons and document on the Perimeter Assignment Form (P-1769);
- Request the Watch Commander to respond to the scene.
- Set up a temporary command post and notify the Communications Center of its location. Responding units will report to the command post for assignments and briefing unless instructed to do otherwise;
- Evacuate endangered or injured persons and bystanders;
- Have the news media assemble in one location to receive information from the appropriate source; and
- Ensure the completion of both the Perimeter Assignment Form (P-1769) and the First Responder Intelligence Form (P-0428) to be turned over to the
S.W.A.T. Commander upon his arrival.
If the barricaded subject and/or hostage situation still prevails, the S.W.A.T. Team and Hostage Negotiator Team will be requested by the Commanding Officer at the
scene ( ______ or higher) and all proper notifications will be made by the _______ ______.

The First Supervisor at the scene of an incident should ensure the following information is obtained, if applicable:
- Does the suspect(s) have any warrants or criminal charges pending;
- Does the suspect(s) meet Baker Act criteria;
- The criminal history of suspect/victim(s);
- Any known weapons, (number and type);
- Are alcohol or drugs involved;
- Diagram of residence or building, to include location of officers in the inner perimeter;
- Are there any keys or is the key holder available;
- The number and types of telephones, and the telephone number, if verified;
- The number of persons involved (including medical condition, if known);
- Are there any pets or animals present;
- The known family members or acquaintances;
- The timeline of events since arrival;
- Are there any vehicles located in the driveway and are the vehicles’ tag numbers noted; and
- Any other information that may assist the S.W.A.T. Team and/or Negotiator Supervisor.
If the S.W.A.T. Team and Hostage Negotiators are requested, the authority to direct activity within the inner perimeter rests with the S.W.A.T. ______ ______.
