OO 03-06 Premier MDC and Radio Use Procedures Flashcards
The purpose of this order is to establish procedures for basic radio and Premier MDC (Mobile Digital Computer) usage. This order supports the Sheriff’s Office Core Values of “__________.”

Officers are able to perform many Computer Aided Dispatch (CAD) functions and inquiries from Premier MDC. Among these functions are the following:
- Beginning and Ending Tour of Duty;
- Dispatch of Calls and Additional Information;
- Unit Status Inquires;
- Incident Recall;
- Sending Mail Messages;
- Incident Update;
- Unit Status Changes;
- Incident Initiate;
- Florida Crime Information Center (FCIC)/National Crime Information
- Wanted Person Queries; and
- Article, Gun, and Boat Queries.
Assistance with any of these functions can be found in ____ ____ located in the Premier MDC program.
Help File
Officers shall sign-on and sign-off Premier MDC at the beginning and end of their tour of duty. If assistance is needed with resetting a password or establishing a log in, contact the __________ ______ at 630-0500.

If Premier MDC does not auto start, ________ the icon from the desktop.

If the log in dialog box does not automatically appear, press F1. Officers shall log on to Premier MDC as follows:
- Unit number; (if working off-duty, this will be the Jacksonville Sheriff’s Office (JSO) identification number);
- Area;
- Vehicle;
- Odometer;
- Officer 1: this field should be completed with the Zone, Officer’s JSO identification number and initials (e.g., Z1.1234abc);
- Password;
- Officer 2: this field will be used only when riding with a recruit or a second officer;
- If the officer has a civilian observer, the civilian’s information will be typed into the “Rider” block (e.g., John Doe), along with the supervisor’s call sign (e.g., John Doe, Q777); and
- If the officer does not have a civilian observer with him, the officer will type his supervisor’s call sign in the “Rider” block.
In the event off-duty units sign-on the Premier MDC, they should be careful to type the proper sector for the space marked “____” (e.g., ZZ1, ZZ2, etc.) If the off-duty officer types in the wrong area (i.e., INV, PCW, A, B, etc.) indicating they are not off-duty, the officer will be shown as on-duty by the computer and available for calls.
“AREA”
When logging on while off-duty but not logging out for off-duty employment, the officer is to use the _______ in which he will be spending the most time. (i.e., INV and PCW are reserved for On-Duty Units).
Off-Duty Zone
In order to sign-off from the Premier MDC, the officer should press F1 on the Main Toolbar and Alt + Y, Yes to confirm. In addition:
- The officer must sign-off to change any information that has been transmitted on the unit sign-on screen, including:
a. Adding or subtracting an officer;
b. Changing from on-duty to off-duty;
c. Changing a call sign or area;
d. Change in mileage; and
e. Any other change. - If an officer is signed on “off-duty,” they shall not remain signed on (this includes supervisors) when the vehicle will be left unattended for more than one hour, except when engaged in authorized secondary employment as described in Article III below.
When engaging in secondary employment, officers are required to sign-on Premier MDC as an off-duty unit; the only exception is when working for the ____ at the ________.
City

If an officer does not have access to Premier MDC, or if the system is out of service, refer to General Order LIII, Secondary Employment Article III.H.5. This does not apply to jobs in which the __________ is not applicable.

The following procedures will apply to secondary employment:
a. Officers shall sign-on Premier MDC as an off-duty unit in the zone in which the job site is located. Officers shall use their Sheriff’s Office identification number, even if assigned a permanent radio call number;
b. Transmit a Status Change – Off-Duty Employment screen. Officers shall complete the Off-Duty Employment screen in the following manner:
(1) Choose “Off-Duty Employment” from the drop down menu in the “Status Change Section”;
(2) Enter the exact numerical address of the secondary employment in the space provided for “ADDRESS.” If the exact address is unknown, use the nearest hundred block;
(3) Use the “Rider” section to list pertinent information, such as the name of the business, etc. Officers not in uniform shall note it in the “Comments” section, and enter specific information regarding how to recognize or locate them; and
(4) Click the send button to log out.
c. To check back from Off-Duty Employment, click the “Available Button” (F5) in the “Dispatch Section”; and
d. When an officer on views a call while in (10-60) status, the officer must re-log out on (10-60) status upon completion of the on view call.
Premier MDC will automatically clear the officer from (10-60) status upon ____ ____ from an on view call.

Incidents are assigned to officers via Premier MDC using the Incident Dispatch Command. Upon assignment, officers will automatically receive an Incident Dispatch Notification screen on their Premier MDC containing all available information at the time of dispatch with the exception of the complainant’s ______ and __________.

After initial dispatch, any updates that are received by the dispatcher are _____ _________ to the responding units since that information is not automatically relayed to the Premier MDC.

Use the appropriate functions on the main toolbar to update CAD status. The CAD status is always displayed in the status bar at the bottom of the screen. Update the CAD status as follows:
- When the officer is en route to the call (10-51), an en route signal should be transmitted to change the unit’s status to EN (En route). If voice or MDC acknowledgment has not been received within one minute of dispatch, the unit will time-out, and the dispatcher will verify by voice that the unit is (10-51). An incident is not considered dispatched until all units have acknowledged; and
- When the officer arrives at the scene, he will transmit a (10-97) signal to change the unit’s status to AR (Arrived). If (10-97) is given by voice, the dispatcher will change the unit’s status to AR in Premier MDC.
From the Dispatch window, press __, Close Call. On the Call Disposition dialog box, enter the required information.

Officers shall read the entire dispatch screen and note whether the complainant has requested to remain ________.
anonymous
If a complainant has requested to remain anonymous, the officer shall use the ______ _______ to honor that anonymity.
utmost diligence
If there is any doubt, officers shall ask the dispatcher if the complainant wishes to see the police. Examples of maintaining complainant anonymity include:
a. Stepping away from non-agency personnel when verifying complainant information over the radio so that the complainant’s name is not publicly heard;
b. Obscuring the view of the laptop so that any passersby looking into the windows of agency vehicles at the laptops, or subjects sitting in the back seat cannot read the MDC call details or any report information;
c. Shredding all un-needed copies of reports that contain the names of victims, witnesses, and complainants and covering reports so that a passerby cannot view the names or information of a complainant, victim, or witness;
d. Turning the police radio off or down when a subject is in the back seat of the vehicle during the incident when officers and detectives may be discussing information over the radio;
e. Discussing information on the telephone about an incident where a complainant, victim, or witness wishes to remain anonymous, in a location where it cannot be heard by non-agency personnel; and
f. Discretely approaching complainants, victims, or witnesses who wish to remain anonymous (e.g., Meeting them at a location away from their residence or business, etc.).
When checking out on a call that is “on viewed” by the officer, an On View (F2) screen is used.
- The officer must type in the signal and location of the “on view” activity when checking out.
- The computer will send back to the officer a “Call” screen with an Incident Number and location.
- Receiving the “Call” screen containing the call information is “HQ’s” acknowledgment that the officer is checked out.
- On View calls shall be entered into Premier MDC system using the Officer Initiate (F7) format.
The On View screen MUST be used for ALL NON-EMERGENCY calls except:
- Traffic stops; or
2. When officer safety may be jeopardized.
