Definition
What is an emergency speed restriction?
A speed restriction which:
Has not been published in won
Has been published but the times, speed or limits are different
Has been imposed again after being withdrawn
Has been shown as an amendment to the won
Permissible speed
What are your actions?
Control speed of the train to no more than the permissible speed
Make sure the whole of the train has passed clear of a section of a line with a lower speed before increasing your speed

Normal arrangements with lineside equipment
State the equipment used in connection with a TSR?
A portable AWS magnet is normally placed 180 metres on the approach to the warning board
A warning board is placed on the approach to the speed Indicator.
The distance between the warning board and the speed indicator is the appropriate braking distance for the permissible speed at that location.
A speed indicator is placed at the start of the TSR
A termination indicator is placed at the end of the TSR.

Where there is a fixed AWS magnet
Can a warning board be placed between a fixed AWS magnet (perhaps associated with a signal) and the equipment to which if applies?
No usually the warning board would be placed at the signal. A temporary AWS magnet would not be provided.
Instead the driver will receive an AWS signal from the fixed magnet no matter what aspect is displayed at the signal.

TSR’s beyond a station or siding connection
When would a repeating warning board be used?
If the warning board for the TSR is on the approach to a:
Station
Connection from a siding
Connection from a dead end platform
If the speed indicator is more than 300 metres beyond the station a repeating warning board is placed at one of the following locations:
Next to platform starting signal
Next to siding exit signal
Immediately ahead of the station, siding or dead end platform.
A portable AWS magnet is not provided on the approach to a repeating warning board.

What are the drivers actions?
Control the speed of your train to travel over the affected portion of line at no more than the speed the signaller tells you.
Make sure the whole of the train has passed clear of a section of line with a lower speed before increasing your speed.

What are the normal arrangements?
A portable AWS magnet is placed 180 meters on approach to the emergency indicator
The emergency indicator is placed at least 180 metres and not more than 400 metres on the approach to the warning board.
The portable AWS magnet for the warning board is placed at the emergency indicator

Where there is a fixed AWS magnet
What is the arrangement of equipment?
The emergency indicator is not placed between a fixed AWS magnet and the equipment to which it applies.
The emergency indicator may be placed at the signal in which case the associated magnet is disconnected and a portable AWS magnet not provided.
Therefore the driver will always receive an AWS warning indication no matter what aspect is displayed at the signal.

How long will the ESR stay in position for?
The emergency indicator will stay in position until:
Details of the speed restriction appear in the WON or
The speed restriction is withdrawn.
Defective or missing ESR or TSR equipment
Who must you tell if you see that a warning board, a repeating warning board or a speed indicator is:
Missing
In a different place to what I’d advised in the WON
Is more restrictive than what is shown in the WON
Signaller immediately
Speed restriction boards or indicator that are becoming difficult to see
Who must you tell if a warning board, repeating warning board or speed indicator is difficult to see?
Signaller at first opportunity
Defective or missing ESR or TSR
If the emergency indicator is faulty or missing what should you do?
Tell signaller immediately stopping the train specifically to do so.
