They cannt be let.

Domestic: if it would cost more than £3500 to make the required improvements to meet the minium level they can apply for an exemption

non- domestic: if there is more than a severn year payback period on the required improvements they can apply for exemption

Addtionaly exemptions can be applied for if the improvments would harm the building fabric or value.

Will the MEES level rise?

The pervious goverment postponed raising the MEES lvel to C by 2030, this govement is likely to bring that back in. However the whole system is under review.
